WINTER SPRINGS, Fla. — Winter Springs residents could soon be seeing an 18% utility price rate increase to monthly water bills.
What You Need To Know
Commissioners could soon vote on an ordinance that would make water and wastewater portions of utility bills increase, and overall, double in five years.
It will happen if the city commission votes yes one last time on an ordinance that would adopt water, wastewater, and reclaimed water rate increases for the next five fiscal years. The ordinance passed its first reading last Thursday 4-0. The second and final vote is on Dec. 11.
“It’s a big deal. It’s hard to imagine our water bills going up doubling over the next five years,” said Jessie Phillips, who is a Winter Springs resident and homeowner. “You have a lot of residents that are on a fixed income, a lot from a retirement community in the city.”
Phillips has lived in Winter Springs since 2017. He says in a few years, he’ll be paying double what he’s paying now for water without specific plans from the city to fix the issues.
“Before you start doubling our water bills, come up with a plan of how you’re going to spend it,” said Phillips.
He says affordability for residents is also a big question. He’s hoping the city hits the pause button and lays out what the exact plans will be before raising rates.
The city, in response, says it’s coming up with capital improvement plans, but raising funds needs to happen first.
“It’s no secret, it’s been documented,” said Matthew Reeser, Public Communications Officer for the City of Winter Springs. “We know we’ve had residents who have expressed their concerns about our aging infrastructure.”
He says their wastewater treatment plants need to be replaced, as well as reclaimed water upgrades, and water plant improvements.
“Line replacements, water quality fixes, meter replacements all of those things are going to need to be funded and the only way to do that is through this,” he said.
The city says they’re estimating it could cost upwards of $100 million and they’re currently looking at other funds, like grants.
“While nobody really wants to see an increase in their bill, the big thing is the city is trying to move forward. We’re trying to update and get our systems in line with what our residents expect,” he said.
Phillips says he hopes the city considers its residents in its decision-making.
“Considering its retirement community folks on fixed incomes before making these decisions,” said Phillips.
The next city commission meeting with the second reading and public input is on Dec. 11 at 6:30 p.m. If passed, this increase will kick off in January 2024 through 2028.
The city says with this increase, they’re still one of the lower utility rates in the county. The city also says they’re in the process of negotiating a design contract with engineering firms for their wastewater treatment plants.

WINTER SPRINGS, Fla. — Winter Springs City Commissioners are considering a proposal that would increase water rates not once, not twice, but six times.

The first of two public hearings on the proposal was scheduled for Thursday evening. Large crowds are expected to speak out about the proposal at each meeting, especially considering the city just recently increased its garbage collection rates.
City officials say they need the extra funds to fix some of their ailing water and sewer infrastructure.
“There’s a number of projects that we want to do, our wastewater treatment plants being the biggest of them,” Winter Springs Communications Officer Matt Reeser explained. “Meter replacement, line replacements...just maintenance altogether. We have to fund those.”

If they do nothing, Reeser says their reserves will eventually not have enough funds on-hand for basic repairs.
Under the proposal, the 18-percent increase would equate to approximately an additional $10 dollars on your bill.
Right now, the Winter Springs water and sewer rate of 54.48 cents per five-thousand gallons of consumption is one of the lowest in Seminole County. Lake Mary and Altamonte Springs are the lowest. Oviedo is the highest at 77.37 cents per 5,000 gallons.

If Winter Springs approves their rate increase, it would still be one of the lowest in the county.
“So while it sounds like a lot- any increases are going to give people pause- it’s not this dramatic,” Reeser said. “It is only for a specific part of the bill.”

WINTER SPRINGS, Fla. – Thursday night, commissioners in Winter Springs will discuss a utility rate hike at the first of two public hearings. If they agree on a proposed increase, it could double water bills in the coming years.
The city says the utility rate increase is needed to pay for an aging wastewater system. They estimate it will cost more than $100 million to replace water lines and meters and improve wastewater treatment plants, among other projects.
How much residents would have to pay is unclear until commissioners decide on a definitive number.
A spokesperson for the city explained one of the proposals to News 6 ahead of Thursday night’s meeting at city hall. It projects a gradual increase in water and wastewater rates.
In FY24, a typical residential bill would rise by 18.6%, followed by an additional 16.7% in FY2025. The subsequent years could see adjustments of 17% for FY26, 11.4% in FY27, 7.5% in FY28, and 7.5% in FY29.
The city also shared estimates for what a bill could look like for a family that uses 5,000 gallons a month. A bill of $54.49 in 2023 could end up around $113 in 2029.
“It all depends on your usage,” said spokesperson Matthew Reeser. “That would also reflect inflation, consumer price index, all of those things that will continually go up.”
Reeser said there is a benefit to residents as improvements to the infrastructure are made, such as better water quality, more reliable infrastructure, and more accurate billing. He also noted that the rates in Winter Springs are some of the lowest in Seminole County.
“Even with this increase, we’re still in the lower-end category,” said Reeser. “If residents are looking at it for value, they’re getting more value.”
Ken Greenberg, a founder of the Winter Springs Community Association, said he has major concerns about affordability.
“Explain to me how all of our seniors and people on fixed income and social security — explain to me how they’re going to overcome the doubling water bill,” Greenberg said.
Greenberg fears residents will also be paying higher garbage bills and taxes in the coming years, which he says adds to the cost they’re taking on to replace the city’s wastewater infrastructure.
“We’re calculating today’s cost to replace a wastewater plant, replace the pipes, and replace the meters and things like that that need to be done,” Greenberg said.
News 6 asked Reeser whether the cost will continue to go up. The city can only estimate at this point how much it will cost to build both wastewater treatment plants until plans are finalized.
Reeser said finding other funding sources and keeping costs down is one of the city’s goals.
As for the proposed water and wastewater rate hikes, a public meeting was held at city hall on Nov. 16, and another is scheduled for Dec.11 at 6:30p.m.
If commissioners agree on a proposal, it’s expected the rates will take effect in 2024.

Florida audit finds issues with city of Winter Springs

(The Center Square) — The Florida Auditor General has released an audit report that found several issues with the city of Winter Springs’ wastewater management policies and purchasing procedures, along with issues with public record requests.
According to the audit report, the city owns two wastewater management facilities — West WRF and East WRF — that are both maintained by a contractor. These facilities were contacted in March and April of 2021 respectively by the Florida Department of Environmental Protection, notifying the city of several violations from the treatment facilities.
These violations included a fish kill due to an unauthorized wastewater discharge. These unknown treatment flows bypassed filtration and disinfection systems, inoperable wastewater treatment systems and excessive bacteria levels in wastewater. Civil penalties paid to the FDEP to resolve issues have totaled $318,372.
The audit further found that the city had only sometimes involved the public in discussions around high-cost projects related to infrastructure sales surtax, which reduced transparency. Additionally, the city did not provide separate accountability for transferred sales surtax funds.
Records showed that the city commission had approved revisions of project lists at public meetings as part of the meeting consent agendas, bypassing individual discussions with the public.
In total, $12.8 million was reallocated, of that, $7.2 million went to projects not on the initial list and an additional $3.5 million of the sales surtax collections were budgeted for a generator at City Hall and an indoor gymnasium without public discussion.
Public records requests were not fulfilled within a reasonable timeframe — of which the city can charge a reasonable fee — taking an average of 29 days, with some taking as long as 87 business days.
Fees for public record requests varied greatly and fell between $21 and $3,895, while other requests were not fulfilled because the requester had not paid the invoice fee.
To maintain good governance, the AG recommended that the city update its policies and procedures to better work out public record request fees and to promptly fulfill record requests.
City records further disclosed that a competitive selection process to procure temporary labor services was not always used. Furthermore, sealed bids were not solicited to purchase a $67,404 irrigation pump, as recommended in the city’s purchasing policy summary.
(The Center Square) – A petition drive for a ballot initiative to rescind Florida’s abortion laws has received more than the required number of signatures to get on the 2024 ballot, according to the group sponsoring the vote.
“Today is a big day for all Floridians!” read a post to Facebook by Floridians Protecting Freedom.
The elections division is reporting 910,946 verified signatures, according to the group.
“What a huge milestone for abortion access in our state!” the social media post read.
The ballot initiative was launched eight months ago, Campaign Director Lauren Brenzel said in a release.
“The fact that we only launched our campaign eight months ago and we’ve already reached our petition goal speaks to the unprecedented support and momentum there is to get politicians out of our private lives and health care decisions,” Brenzel said. “Most initiative campaigns never make it this far. The ones that do usually spend far more or take much longer to qualify, which is why we’re so confident that voters will approve our amendment once they’re given a chance to vote.”
A request by The Center Square was unsuccessful seeking comment from the Florida Secretary of State Office.
There is at least one more hurdle before the measure can go on the ballot. Florida Attorney General Ashley Moody has asked the Florida high court to throw out the proposed amendment from the ballot, saying the language could mislead voters.
The proposed ballot initiative reads: “No law shall prohibit, penalize, delay, or restrict abortion before viability or when necessary to protect the patient’s health, as determined by the patient’s healthcare provider. This amendment does not change the Legislature’s constitutional authority to require notification to a parent or guardian before a minor has an abortion."
Moody has said Amendment to Limit Government Interference with Abortion, as the proposed ballot initiative is formally known, does not define “viability” and that the word can have more than one meaning.
Amid months of speculation, news leaked on May 2, 2022 that the U.S. Supreme Court would reverse Roe v. Wade, and it happened in June.
On April 15 that year, Republican Gov. Ron DeSantis signed a ban on abortions after 15 weeks. Abortions were legal until 24 weeks prior to the law taking effect in July 2022. That law is now challenged in the state Supreme Court, led by Planned Parenthood chapters, which filed in January of last year.
In yet another step ahead move, DeSantis this past April signed another bill which would prohibit abortions after a fetal heartbeat is detected, which is usually about six weeks. That bill's effective date is 30 days after the state Supreme Court rules on the 15-week ban.
Seven states have held referendums on abortion rights, Floridians Protecting Freedom said.
“All seven have affirmed support, including conservative states like Kansas, Kentucky, and most recently Ohio,” the group said. “States like Florida and Arizona are poised to follow suit in 2024.”

Capt. Laurel Ross to be recognized for her service and commitment
WINTER SPRINGS, Fla. – The city of Winter Springs will award a local veteran with its Hometown Hero award during its annual Veterans Day Tribute on Saturday.
Capt. Laurel Ross’ military career started in college when she joined ROTC. From there, she went on to serve for eight years.
“I served in Fort Hood, Texas, and then I went to Panama, but I was a pilot, so I flew all over the world,” Ross said. “Some of the highlights were ferrying aircraft from Fort Hood, Texas, over to Germany and to Italy.”
During her time as a pilot, Ross received several awards — including being named a distinguished honor graduate from her flight school — and received the Senior Army Aviator badge, the Airborne badge and the Air Assault badge.

Recently, Ross said her involvement in the American Legion Memorial Post 243 in Oviedo has brought her the most fulfillment.
“We serve veterans, so we find ways to serve our community and serve veterans,” Ross said.
Ross played a role in bringing Florida’s Fallen Memorial to Oviedo.
The memorial displays over 400 photos, biographies and crosses for a week leading up to Memorial Day.
“We recognize all Floridians that perished while on active duty since 9/11. There’s over 400 people that we recognize,” Ross said. “That’s a lot.”
Ross said that as a veteran, there is always a desire to give back even after serving in the military. She said the desire to make sure veterans’ sacrifices are recognized motivates her to continue.
“We do it so that our community realizes what an impact the veterans have in our community,” Ross said. “We do it so that, you know, unfortunately, when veterans came back from Vietnam, there was not great reception, and we don’t ever, ever want that to happen again. So we want to make sure that the sacrifices that not just the veteran, but the veterans’ families have made are recognized.
Now, her efforts are being recognized. This Veterans Day, Capt. Ross will be awarded the city of Winter Springs’ Hometown Hero award after she was nominated by a fellow servicemember and friend.
United States Marine Corps and U.S. Army veteran Michael Segura said that as soon as he met Capt. Ross, he quickly began to see her dedication to her community and fellow veterans.
“A lot of times, the leaders aren’t as recognized as the people who are doing most of the work,” Segura said. “But all of it comes from the top. And she’s been a great commander. A great leader.”
