'Beyond sloppy': Hundreds of Altamonte Springs residents complain about internet company

ALTAMONTE SPRINGS, Fla. - The Altamonte Springs city manager says hundreds of residents have complained about a fiber optics company called "WOW!," after he says people lost water and power service while they installed their optic lines."I would call it beyond sloppy," said Frank Martz. "The challenge is that they are federally funded not really well regulated, we have no real way of regulating them because those are public access easements, they have the right to be there."...

ALTAMONTE SPRINGS, Fla. - The Altamonte Springs city manager says hundreds of residents have complained about a fiber optics company called "WOW!," after he says people lost water and power service while they installed their optic lines.

"I would call it beyond sloppy," said Frank Martz. "The challenge is that they are federally funded not really well regulated, we have no real way of regulating them because those are public access easements, they have the right to be there."

The company has been installing fiber optic lines in Seminole and Orange Counties, as a part of a push from the federal government to offer better internet access across the country. Martz says he doesn’t have a problem with what they are doing, but how they are doing it.

"They’ve broken a lot of utilities they’ve left yards in disrepair, trash on yards, tools in yards," said Martz.

Martz says the city is providing the company with maps of where current utility pipes exist, but he tells us, he feels like they are being reckless.

"What they are doing is they are going so fast and so carelessly they are just drilling through whatever is in their way," said Martz.

The company has promised they will fix any damage done, but Martz says that’s not the point.

"The residents are going to be temporarily out of water Sewer lines create environmental impacts storm water lines create huge sinkholes," said Martz.

WOW! Sent us this statement:

"Being a good neighbor is WOW!’s highest priority as our crews continue to work on the ground to bring our fast, reliable, all-fiber Internet network to Central Florida. We work very closely with city officials and area utilities throughout the construction process to gain the appropriate approvals and permits, as well as identify and mark all utilities to the highest level of precision possible using public locates and ground penetrating radar.

We do not install fiber on private property. WOW! obtains permits to use public easements between the sidewalk and street and rights of way to install fiber. Notifications are provided to homeowners two weeks before construction activities, as well as again the day before, to minimize disruptions.

We take these matters very seriously and swiftly address issues when they arise. Our teams proactively meet with city leaders on a regular basis to address construction progress and any concerns, and we continue to be in touch with local authorities to resolve any current issues as quickly as possible. Furthermore, we pay for all repairs. If anything was paid by the city, we would have been invoiced by the city and would have reimbursed the expense.

We take responsibility when we are at fault for any disruptions or damage and apologize for any inconvenience. If a homeowner believes WOW! has damaged their property, they should contact WOW! at 321-233-2236 or by emailing cfl.construction@wowinc.com. WOW! will promptly repair damage for which we are responsible at no cost to the homeowner."- Artney Dennis, operations manager.

WOW! says they hang up a door sign two weeks before installation, but several people we spoke to say they never got a notice. Gilbert Vogler is one of those people. He says he went to take out his trash cans and noticed his yard was a mess.

"They dug it up dug some holes, buried something, and left a mess, came a few days later and patched it up I guess," said Vogler.

WOW! also said they take responsibility when damage is done, but Martz said the city revoked one of their permits until it was fixed. He says it's now wasting city resources.

"We have to take staff off of other work to babysit them to make sure they fix the damage that they’ve caused," said Martz.

Martz says Altamonte Springs has created a coalition with Seminole and Orange County to discuss the problems and think about ways to enforce better practices so that their residents don’t suffer during installation.

ALTAMONTE SPRINGS, Fla. —

Residents of Lakewood Park Condos in Altamonte Springs called WESH 2 Investigates after getting the stunning news from their homeowners association of a nearly 100% hike in fees.

A Monday night meeting of the HOA was packed, with the overflow spilling outside, trying to listen on a conference call line as the Board was about to vote.

“It’s ridiculous,” said Hannah Lucero, an owner who talked with WESH 2 Investigates. She said her HOA fee is set to nearly double, from $404.12 per month to $782.12.

According to the fee schedule obtained by WESH 2 Investigates, every owner is facing a hike of 93.53%. There are six different condo sizes. If the fee hike is implemented, an owner of the smallest unit at 649 square feet will pay $712.93 per month. An owner of the largest unit, at 926 square feet, will pay $1,017.19 per month.

Lucero added, “It's shocking! It makes me mad. I just don't understand, how, if there was mismanagement of funds, I feel like they should have seen this coming, and I feel like now it's being put on residents for us to cover for their mistakes.”

WESH 2 Investigates also talked with renters who are worried the fee hike will either be passed on to them in higher leases, or owners might sell, forcing renters to move.

Renter Mario Catalfamo said, “So there's a lot of concerns. There are a lot of people here that may not be able to afford this increase, and it's going to be a struggle for a lot of people in this economy.”

People we talked with here say they understand that fees have to be assessed to, for example, maintain buildings. We saw the façade on one condo unit being replaced, old stairs being replaced, just some of the kinds of things that are paid for from HOA budgets.

Folks at Lakewood Park are not alone in facing fee increases. Insurance premiums, larger required reserves for repairs, and more frequent inspections are required, following the passage of a new Florida law in the wake of the Miami Surfside condo collapse in 2021.

Before the Lakewood Park Board voted 4-1 to approve the fee hike Monday night, frustrated owners who never got in the door, never got to weigh in with their opinions, were left disappointed and not knowing how long they may be able to continue to live in the complex, just south of the Altamonte Mall and State Road 436.

During our reporting, to date, we have seen brown dried-out sod, crews sleeping and eating on private property, clipped internet lines, ruptured sewer lines, and crews that shrug at residents because they cannot speak English.

Altamonte Springs City manager Frank Martz told News 6 the company seems to take the attitude that you need to prove WOW! crews were behind the damage.

“I’ve got to take out staff at Altamonte Springs at taxpayer expense, to bird dog these people just to tell the truth,” a frustrated Martz said. “What has been most troubling for us is the indifference these companies have shown when they break public utility lines.”

A WOW! subcontractor who refused to give his name said any damage would be fixed immediately.

“We fix them as soon as we break them,” he said. “We will replace the sod, if the sprinkler lines are broken, we fix everything.”

In March, Altamonte Springs hit WOW! with a permit violation, writing in part: ”WOW! has caused repeated and significant damage.”

Photos of massive holes created from sewer breaks at Hattaway Drive and Barclay Avenue, and State Road 436 in front of the Kohl’s shopping center are just two of the locations.

Martz said he has roughly 100 complaints from residents reporting broken sewer lines, broken sprinkler heads, cut cables, and trash and bottles left behind by WOW crews.

In one Seminole County neighborhood, the resident’s internet cable line was cut five times.

Jim and Linda asked we not use their last name but wanted to expose sloppy workmanship and disorganization.

So far, two separate companies, WOW! and MetroNet, have ripped up their lawn five times to date, to install fiber optics in separate locations in front of their home.

The crews have broken a sprinkler head and left the lawn a brown mess.

Altamonte Springs confirms there are at least two more fiber optics companies coming, they just don’t know who or when.

A spokesperson for WOW! indicated they would “get back to us” but as of this posting, they have not answered our questions.

Their door hanger message, which features a dog with human hands holding a shovel, says you can call customer advocates at (321) 233-2236.

ALTAMONTE SPRINGS, Fla. – Torchy’s Tacos — a Mexican food chain based out of Texas — announced on Thursday it will be continuing its “taco takeover” in Central Florida with a new location in Altamonte Springs.

In a release, the chain said it will open the doors to the Altamonte Springs storefront at 999 N. State Road 434, Suite 1000. The opening date is scheduled for 10 a.m. on Wednesday, Oct. 25.

As part of the grand opening, the first 100 guests in line on opening day will be offered a limited-edition Torchy’s T-shirt, which gives the recipient a year of free green chile queso each time they wear it to the Altamonte Springs location.

The offer will remain valid for one year after the opening date, and it can only be redeemed once per day.

The opening will mark the chain’s second restaurant in Florida, with another location being opened prior in St. Petersburg.

“After the outpouring of support and love for our Torchy’s Tacos St. Petersburg location, we knew a second Florida location wouldn’t be far behind,” Torchy’s Tacos CEO Mike Rypka said. “We are thrilled to open the doors in Altamonte Springs and welcome the community into the Torchy’s Tacos family.”

The restaurant is expected to be open from 10 a.m. - 10 p.m. on weekdays, 9 a.m. - 10 p.m. on Saturdays, and 9 a.m. - 9 p.m. on Sundays.

Torchy’s first announced it was coming to Central Florida in 2021. An Orlando location was also announced at the time — in the Vineland Pointe shopping complex, 11513 Regency Village Drive. No opening date has been announced for that location.

The City of Altamonte Springs is launching a first-of-its-kind phased AV pilot with Beep Inc., provider of autonomous shared mobility solutions, to explore alternative transit modes and offer solutions for the changing economic and urban landscape. This cutting-edge AV shuttle pilot provides convenient and sustainable transport options to connect people to major activity centers. Residents and visitors who live, work and play in Altamonte Springs can hop on to experience the future of this emerging technology. Though Altamonte Springs is at regional crossroads where millions drive through each year, residents and visitors will now have alternatives to get around easily while saving time by avoiding congested roads or having to park multiple times. AV shuttle stops will be convenient to local destinations.

The State of Florida's Department of Transportation (FDOT) chose the City to serve as a testbed for the AV shuttle project and provide data on implementing the technology in other municipalities. To onboard this new pilot project, the FDOT awarded a service development grant which provides 50% funding of the $2.4 million for the first three years of operation.

"The State has a vested interest in developing multiple modes of transportation that can efficiently move people. Autonomous vehicles can be part of the solution," said Florida Department of Transportation District 5 Secretary John E. Tyler. "With the hundreds of people moving to Florida every day, building new roads cannot be our only focus. Our partnership with the City of Altamonte Springs creates a scalable, replicable model that other Florida communities can now evaluate through hands-on experience because of our CraneRIDES AV partnership with the City."

Beep will provide the technology and shuttles to make this possible. Beep has extensive experience safely deploying and testing autonomous shuttles in communities from Florida to California.

Within three years, the 100% electric AV shuttle network in Altamonte Springs will provide residents and visitors first and last-mile connectivity from Uptown Altamonte, the City's main retail business center, to the Altamonte Springs SunRail Station – Central Florida's commuter rail service.

"Altamonte Springs has a rich history in pioneering many high-profile initiatives over the years with the goal of preparing our city for the future," said Altamonte Springs City Manager Frank Martz. "The data and lessons learned from our project will serve as a blueprint for other cities on utilizing autonomous shuttles to create greater access for everyone."

The first phase of CraneRIDES will test two electric AV shuttles on a nearly 1.5-mile route connecting Altamonte Mall, Renaissance Centre, Cranes Roost and AMC Theatre. Residents and visitors who use the AV shuttle network can experience the vehicles seven days a week by utilizing one of four stops along the route.

Futures phases of the Altamonte Springs project will further expand and enhance passenger services with the introduction of these new vehicles and extend connectivity to the AdventHealth Altamonte campus, Altamonte Springs SunRail Station and CenterPointe, a planned 55-acre mixed-use development with a hotel, retail establishments and residential living.
