ORLANDO, Fla. —
The Florida Highway Patrol is investigating the scene of a crash on Tuesday after a vehicle collided with a fire hydrant, causing major flooding on Conway Gardens Road.
According to the reports, the crash occurred at around 2:23 a.m. at Michigan Street and Conway Gardens Road after a 33-year-old driving a truck westbound ran off the road.
It caused the truck to collide with the fire hydrant, dislodging the hydrant from its base.
FHP said the driver who hit the hydrant stayed at the scene and wasn’t hurt.
It took Orlando Utilities Commission crews several hours to shut-off the water, but by then, there was no slowing the flow of muddy water into John Hughes' property.
One neighbor said he woke up to several inches of water inside covering the floor inside his home.
"My daughter woke up at 4:30 and she says there’s water in the house, of course I'm dead asleep how can there be water in the house," Hughes said.
In a cell phone clip he shared with WESH 2 Investigates, you can hear Hughes say, "Well, this is no nightmare."
By the time it stopped, his front door and porch area looked like a river bank.
We found him pushing the last of the water out of his garage, which fared better than his brand new floors inside.
“You've got to clean it up. That's pretty much what you can do. No point in being mad or angry or upset, I mean, it's a bummer but what are you going to do?” Hughes said.
Hughes assumed it was just a pipe that broke in the home, but he soon realized he was wrong.
With OUC crews working to clean up the mess for much of the day, Michigan Street between Conway Gardens Road and Bass Lake Boulevard was closed.
And by now, you may be wondering who is going to foot the bill for damage, likely in the thousands of dollars to repair Hughes’ home?
Will it be OUC?
“The accident was not caused by OUC. The damage was not caused by OUC so we are focused on making the repair," OUC spokesperson Derek Hudson said.
It's got Hughes wondering, “I really got to that point where I am thinking, 'Who is going to pay for it?'”
Is it the driver who struck the hydrant? Insurance agent Tom Cotton provided some answers.
“Well, this is clearly an automobile liability claim," Cotton said.
Cotton says this is a case — though rare — that involves “proximate cause of loss.”
In plain language, that means the liability is traced to the single event that triggered the ensuing events.
“The loss was caused by a car hitting a fire hydrant, so it goes back to the source," Cotton said.
Hughes has no FEMA flood insurance or that might quick in with funds quickly to repair his home.
So for now, his course of action is to contact the auto insurance company of the pick-up truck driver.
If Hughes meets resistance from the driver's insurance company or if he has no “liability” coverage — which accounts for roughly 25% of Florida vehicle policyholders — Cotton suggests Hughes contact his homeowners insurance rep.
If that doesn't help, he may need an attorney.
OUC repaired the piping that was damaged and cleaned up the road.

CHARLOTTE – After a perfect 3-0 homestand, the Orlando Magic are looking to carry that momentum on the road.
The Magic (35-26) tip off a three-game road trip in Charlotte when they face off with the Hornets (15-46) on Tuesday at 7 p.m. ET.
“We want to win as many games as we can,” said Magic guard Cole Anthony. “Just stay consistent and not get off what’s got us these last couple of wins. Be consistent, play the same way, play selfless basketball, and do what we can.”
Orlando is one of the league’s hottest teams right now. Since January 31, the Magic have a record of 11-3. The only team better in the NBA during that span is Boston with an 11-1 mark.
“We’ve just got to continue to take it one game at a time,” said Magic point guard Markelle Fultz, who’s questionable for the contest due to left knee injury maintenance. “We’re going to be good. I think we have a really good team. Everybody has the same mindset. Everybody’s locked into winning. Everybody wants to win. We definitely are aware of it, but we have bigger goals within our team and (have) a higher standard for ourselves.”
This contest will mark the second meeting between Orlando and Charlotte this season. In the first outing between the two clubs, the Magic cruised past the Hornets for a 130-117 victory at Kia Center. However, due to injuries and some roster movement, Orlando will face a vastly different Charlotte squad on Tuesday night.
“They definitely have talent – they have some talented players for sure,” said Anthony, who erupted for 30 points the last time he squared off with the Hornets. “We have to stick with what’s made us good so far up until this point in the season. We have to get into the paint, guard at a high level, and we’ll have a good chance to win this game.”
Orlando’s defensive game plan will likely focus on slowing down Charlotte forward Miles Bridges, who’s notched five double-doubles in the last seven games. His 20.3 points and 9.7 rebounds per contest are both team highs during that span.
Hornets rookie Brandon Miller is also a threat. He currently ranks third in scoring among all first-year players with 16.7 points per game.
IN AND OUT: Fultz is questionable, while Kevon Harris (G League – Two-Way), Jett Howard (G League – On Assignment), and Trevelin Queen (G League – Two-Way) are out for Orlando.
For Charlotte, Nick Richards (right plantar fascia; discomfort) is questionable, while Amari Bailey (G League – Two-Way), LaMelo Ball (right ankle; tendinopathy), Leaky Black (G League – Two-Way), Seth Curry (right ankle; sprain), Cody Martin (left ankle; sprain), and Mark Williams (low back; injury recovery) are out.

A healthy menu of marquee matchups last week simultaneously saw the Boston Celtics fortify their hold on the No. 1 spot in our NBA power rankings and a cluster of teams — most notably the defending champion Denver Nuggets — rev their engines loud enough for the Celtics to know they can't afford to ease up on their torrid pace.
The Celtics finished a 3-0 week by annihilating the previously surging Golden State Warriors, 140-88. They've now won 11 in a row. But they were not the only top-10 team with title aspirations to go undefeated last week and extend their winning streaks. The Nuggets and Milwaukee Bucks also both went 3-0 and have not lost since the All-Star break.
Denver ran their winning streak to 6-0 and jumped to No. 2 in the power rankings by taking down the Sacramento Kings and Miami Heat on back-to-back nights and then allowing LeBron James to traverse the 40,000-point mark before dispatching him and the Los Angeles Lakers.
Bucks' star Giannis Antetokounmpo, meanwhile, is back to posting Dad jokes after his team clobbered the Charlotte Hornets (twice) and the Chicago Bulls to give Milwaukee the second-best record in the East. (Giannis: "Why did the scarecrow keep getting promoted? Because he is outstanding in his field.") That was enough — the victories, not the joke — to move the Bucks back into the power rankings' top five after tumbling into the power rankings' mid-teens by going 3-7 before the All-Star break, a stretch that included losses to the lottery-bound Portland Trail Blazers, Memphis Grizzlies and Utah Jazz.
Nobody had a more disjointed week than the Oklahoma City Thunder, who both suffered the wrath of Victor Wembanyama and moved into first place in the Western Conference. Normally a double-digit loss to the last-place team in the conference would be costly in the power rankings, but A) Wembanyama has been a one-man wrecking crew of late that has made his San Antonio Spurs more formidable, and B) it is the Thunder's one loss in weeks, having won seven of their last eight. The Minnesota Timberwolves and Dallas Mavericks, third and fifth, respectively, entering last week, suffered more than one blip and therefore were not as fortunate. Back-to-back home losses to the Sacramento Kings and Los Angeles Clippers dropped the T-Wolves to sixth, while a 1-3 week — despite three triple-doubles and a near fourth by Luka Doncic — sent the Mavs tumbling to ninth.
Taking advantage of that slippage in the West were two teams from the East, the Miami Heat and Orlando Magic. Both have quietly won six of their last seven.
The Clippers had a hiccup but still managed to move up one rung. After a stunning fourth-quarter collapse against the Lakers, Kawhi Leonard and Co. recovered to smash the Washington Wizards and eke out a one-point win over the Timberwolves in Minneapolis.
There was also movement at the other end of the spectrum, where the Spurs enjoyed consecutive wins — over the Thunder and Indiana Pacers — for the first time since January. The Portland Trail Blazers showed signs of life as well, beating the Memphis Grizzlies on their home floor on consecutive nights. The Washington Wizards, meanwhile, have practically locked themselves into last-place residency by going 0-for-February, part of a 14-game losing streak that remains alive and (not so) well.

U niversal Orlando is just months away from unveiling the new areas of their beloved Florida theme park, which is a tribute to DreamWorks animations.
Set to open midway through 2024, in the US summer, there will be areas dedicated to Shrek, Trolls, and Kung Fu Panda.
There will also be a new DreamWorks Theatre which will feature a advanced technology to provide a multi-sensory adventure for all ages.

Announced earlier this year, the theme park has now shared pictures of what we can expect from the expansion.
The new lands will feature family-friendly rollercoasters, interactive play areas and live entertainment as well as character meet and greets.
Shrek fans will be able to snap photos with the man himself, plus his beloved Princess Fiona.
Of course, you'll be able to visit Shrek's swamp, complete with his cottage, and also an interactive experience themed around Puss In Boots. There will also be a a separate area with wet play areas for younger fans.
The Swamp Snacks restaurant will be serving up Shrek-themed food - no word yet on whether insects will be on the menu, but we're predicting a plate of waffles could be available.
In terms of rides, there will be a brand-new Trolls themed rollercoaster, where guests will hop on board a caterpillar-shaped car to escape spiders that are after them.

Kung Fu Panda has its own section, with a water park area featuring water cannons, dump buckets, giant fans and more. The fourth installment in the DreamWorks franchise featuring Jack Black is set to be released in late March.
Of course, kids will be able to meet Po the panda and learn their very own kung fu moves.
While specific dates and ticket prices have not yet been shared, Universal Orlando says the park is set to open in the US summer months - June, July, or August.
Meanwhile, Universal is also launching a whole new theme park, slated to open its doors in 2025.
It will feature five worlds, 50 attractions, and a 500-room hotel. The themed worlds will include Harry Potter, How To Train Your Dragon, Super Nintendo World, Celestial Park, and Dark Universe.

With so many changes to the Orlando International Airport, new flight routes and destinations added, and even more international travel in the works, it’s hard to imagine how they could pack any more people into the airport. But, if you’re going to be traveling to Disney World this spring, this is the ONE post you need to pay attention to!
We hope you’ve got some extra room in your suitcase for your patience if you’re traveling soon because you’re going to need it. According to the Orlando Business Journal, MCO is anticipating record-setting numbers for traffic in and out of the airport for the upcoming spring break season.
Orlando International Airport is anticipating a whopping 7.6 million passengers traveling for the holiday during a 44-day stretch from February 23rd through April 7th, 2024. If these numbers become reality, this would mean that MCO saw an 11% increase from the prior year’s travel numbers between the same stretch of spring break season.
But for Kevin Thibault, the CEO of the Greater Orlando Aviator Authority, these numbers didn’t just come out of the blue and spike. He believes “this growth is actually a continuation of what we saw in 2023.”
We’ve also kept up with things like low-cost airlines, pricing and sales, advanced planning, and newly added routes, all of which seem to be contributing to making air travel easier for more people than before.
If you’re really itching to know the busiest days to travel (to potentially avoid them) soon, we’re keeping a close eye on Easter Sunday. The holiday will fall on March 31st this year and is expected to be the eighth-busiest travel day of the spring season. The three busiest days of spring for MCO are expected to be March 16th, 23rd, and 31st, 2024, with the highest projected passenger numbers expected to exceed over 197,000 in a single day.
