Apartment developer buys land near Meadow Woods SunRail station

LeCesse Development Corporation is a step closer to delivering more apartment units to the Orlando market after securing land a short walk away from the Meadow Woods SunRail station.

The Altamonte Springs-based developer paid $6.5 million on Sept. 28 for roughly 10 acres of property near the intersection of S. Orange Avenue and W. Wetherbee Road, according to Orange County deed records.

LeCesse plans to begin construction on a 280-unit Class A multifamily community by the fourth quarter of 2024, representatives told GrowthSpotter.

“With the site situated directly across the street from the Meadow Woods SunRail station, we saw an opportunity to provide a transit-oriented development,” Matthew Gourlay, senior development manager at LeCesse, said in a statement. “We are excited that our residents will have the convenience of the SunRail service at their doorstep.”

The property sits on the edge of the Southchase subdivision in the middle of an unfinished commercial center. A cluster of single-family homes stretch to the west while Southwood Elementary School and Cypress Senior High School sit to the south. The commercial center is home to a 7-Eleven, a car wash, and a dollar store and still has 75,937 square feet of commercial and retail entitlements.

A change to the Southchase PD approved by the county commission in February converted 32,340 square feet of commercial space to multifamily entitlements. The commission also granted the developer’s waiver request to allow apartment buildings as high as four stories.

The 16 SunRail stops from Volusia to Osceola Counties have become attractive spots for transit-oriented residential development.

In August, Chalifoux Management Group, led by Kissimmee developer Thomas Chalifoux Jr. and his son, Niles, submitted plans to bring 732 apartments to 38 acres north of the Poinciana SunRail station.

The proposal for market-rate housing would complement plans for a high-tech green energy park next to the SunRail Station.

GrowthSpotter

In July, Banyan Development Group purchased a little more than 3 acres near the Altamonte Springs’ SunRail station for $2.2 million with plans for a 92-unit affordable housing project.

To aid the affordable housing project, Banyan is set to receive $2.9 million from the state through Low Income Housing Tax credits and the Construction Housing Inflation Response Program (CHIRP).

Banyan promises to set 12 of the units at 30% of the Area Median Income (AMI) and 80 units at 60% of the AMI, according to records from the Florida Housing Finance Corporation.

Also in July, Miami-based Genesis US Properties filed construction plans for a transit-oriented apartment community right next to the Tupperware SunRail Station. The firm hopes to break ground in early 2024 on the four-story, 448-unit complex they’re calling Blue Osceola Apartments. Site plan shows three buildings with multiple courtyards and a dog park.

Meanwhile, LeCesse has been active in the Orlando market.

In April, the company began construction on a 252-unit apartment community at Crescent Park, just north of the Orlando International Airport.

The Sarah at Crescent Park, located along the west side of Conway Road, is expected to open in the fall of 2024.

LeCesse officials said the future apartment community near the Meadow Woods SunRail station will be similar to The Sarah.

The Sarah will feature five four-story, elevator-serviced buildings with open breezeways, consisting of one-, two-, and three-bedroom options.

The units would come with a cutting-edge SMART home package containing smart locks, voice-controlled lights, and Wi-Fi-enabled thermostats.

The property will feature a Class A amenity package, including an indoor/outdoor gym, a game room with billiard tables and a wet bar, a co-working space featuring private offices and coffee bar, a mini-market convenience store featuring sundries items, a pet spa, a movie room with surround sound and more.

Exterior amenities will include a pool with cabanas, multiple outdoor summer kitchens, a playground, lakeside lounge, cornhole and bocce ball areas and multiple pet parks.

LeCesse is also building the 292-unit Trio at JubiLee Park apartment complex on roughly 10 acres on the southwest corner of South Goldenrod Road and Hazeltine National Drive. It’s expected to open in November.

Altamonte Springs-based LeCesse Development Corporation is preparing to place apartments within walking distance of the Meadow Woods SunRail station.

The developer and its partner, apartment management company Cambridge Management Services, are seeking a land-use change for 10 acres in the middle of an unfinished commercial center within the Southchase community that would allow for the development of 280 units of multifamily housing.

The project, located near the intersection of S. Orange Avenue and W. Wetherbee Road, is home to a 7-Eleven, a cash wash and a dollar store. It still has 108,277 square foot of commercial and retail use entitlements. An application submitted to Orange County on behalf of developers by Sam Sebaali with Florida Engineering Group requests converting 32,340 square feet of those entitlements to midrise residential dwelling units.

That would leave developers with 75,937 square feet of commercial entitlements to build out in the future on the three remaining outparcels fronting on S. Orange Avenue.

The change determination review slated to go before the county’s development review committee on May 25 also asks for three waivers from Orange County code to allow apartment buildings as high as four stories. Currently, housing units are restricted to three stories on the property, but commercial uses were permitted up to 50 feet in height. The developer justified the request by noting that the building placement would be 150 feet from the closest single family home.

The land was purchased for $594,000 in 2013 by Orlando-based real estate investor Sean McElvaney. An entity under his name, West Pine LLC, also owns six adjacent parcels totaling more than 30 acres.

The land is surrounded on three sides by subdivisions. It’s located less than a mile north of Southland Elementary School and less than three miles west of Wetherbee Elementary School.

It’s roughly 10 miles southwest of the Orlando International Airport where a host of development activity is underway, particularly along nearby Boggy Creek Road — a north-south corridor that runs between State Roads 417 and 528 — and the Lake Nona community, a red-hot real estate market southeast of the airport.

It’s less than a quarter-mile from the Meadow Woods SunRail station.

The 16 SunRail stops from Volusia to Osceola Counties have become attractive spots for transit-oriented residential development.

In 2020, when Pulte Homes paid $9.5 million for 150 acres a mile from the Ponciana station for what would become the 500-plus lot Cypress Hammock subdivision, a leader with the company predicted even more growth along the commuter rail route would follow suit.

“The SunRail is sure to be appealing to buyers who work downtown and wish to have a stress-free commute to work,” Max Perlman, VP of land acquisition for Pulte, told GrowthSpotter at the time. “As the system continues to build out, we believe the SunRail will only grow in popularity and usefulness throughout Central Florida.”

In Feb. 2022, real estate firm Davis Development and Pulte signed on to a plan to bring a community next to Sanford’s Sunrail station consisting of 529 market-rate rental units and 120 fee-simple townhomes.

Also in February, Orlando-based real estate company AG Properties LLC filed plans to transform the site of the shuttered Summit Charter School by the Maitland SunRail station into a new residential community with 35 homes.

And in Debary, city leaders are looking to create a “Main Street style” downtown near its SunRail stop, the Daytona Beach News-Journal reported recently.

Matthew Gourlay, the development manager with LeCesse Development, did return phone calls or emails seeking comment about the latest apartment project near SunRail.

Established in 1952, the LeCesse organization has grown from a regional building contractor in Rochester, NY to a multi-state developer and owner of multifamily properties, with headquarters located in Altamonte Springs, FL, according to its website.

The company focuses on the development, construction and financing of multifamily properties. The annual volume of construction completed exceeds $100 million per year, its website says.

LeCesse has developed more than 20,000 residential units nationwide, including several in the Orlando area.

Past LeCesse projects here include the 300-unit Ecco on Orange (now known as Cortland on Orange), the 289-unit Ancora Orlando and the 244-unit Rize at Winter Springs.

It currently still owns and manages the Villa Grande on Saxon, a senior living community in Orange City; the Grand Reserve at Maitland Park in Maitland; the Grand Reserve at Lee Vista in Orlando, just three miles from the Orlando International Airport; and Bella Nova at JubiLee Park in Orlando

In early 2021, the company broke ground on a 269-unit luxury apartment community in Oviedo called Avila that’s expected to open this summer.

Located at on W. State Road 426 — 10 minutes from the University of Central Florida — Avila will consist of three three-story, buildings with a mix of one, two and three-bedroom units, according to the company’s website.

Lecesse Development is also looking to add another apartment community north of the airport that will be called The Village at Crescent Park. Plans submitted to the city of Orlando call for five four-story buildings totaling 292 garden apartments.

This property is located along the west side of Conway Road, east of Orange Avenue, north of State Road 528.

'The clinic was full of people.' study says of pepper spray incident

ORANGE COUNTY, Fla. – Eight students were injured Wednesday after a fight broke out at Meadow Woods Middle School and students were pepper sprayed, Orange County Fire Rescue said.

A school resource officer deployed their pepper spray to break up a fight causing reactions to the spray, eighth grader Gaby Maldonado told News 6.

Several students told News 6 that two girls got into a fight and were hitting each other. The officer pepper sprayed them when he couldn't separate them.

After the one of the lunch periods several students began fighting, Meadow Woods principal Marisol Mendez said in a message for parents.

"The students did not obey the orders given by the school resource officer to stop the physical altercation," Mendez said. "The school resource officer used pepper spray to control the situation before it escalated further."

According to students, the pepper spray got picked up by wind and carried into the eyes and mouths of nearby students walking to class.

"It hurts it really hurts," Maldano said of inhaling pepper spray. "The clinic was full of people."

Seven patients were treated on scene and refused transport to a hospital after the fight at 1800 Rhode Island Woods Circle, officials said.

One student was transported to Nemours, Orange County Fire Rescue said. A school administrator went with the student.

The Orange County Sheriff's Office said they are investigating the fight.

"It's hard when you see a message 'Hey, I was pepper sprayed,'" a student's sister, Alejandra Gomez said. "How did that happen in that school?"

Gomez said she picked up her seventh grader sister early after she was hit with pepper spray, too.

The fight follows several incidents at Orange County Public Schools Wednesday.

Deputies are investigating after a noose was found Wednesday morning hanging outside at Gotha Middle School in Windermere.

Also on Wednesday, a threatening message was discovered written on a Timber Creek High School bathroom stall.

“All train times between the DeBary and Meadow Woods stations will remain the same as prior to the storm, however a dedicated bus transfer service will be available from Meadow Woods to the Tupperware, Kissimmee/Amtrak and Poinciana stations,” SunRail said in a statement.

Flooding damaged the tracks in the area of the Tupperware Center in Kissimmee, and there was also a tree down on the tracks in the area.

After the storm passed, FDOT began conducting a full inspection of the 61.5-mile railway corridor before reinstating all rail service in the area. Track repairs are expected to take several weeks and updates will be provided as soon as service to the southern stations can safely resume, SunRail said in a statement.

Central Florida’s commuter rail service was shut down starting on Tuesday as crews prepared the rail line for Hurricane Ian.

Before the storm made landfall, crews worked to secure railroad gates, remove longer railroad gates, store the train fleet and secure the railroad equipment, according to the Florida Department of Transportation.
