ORLANDO, Fla. — As Idalia approaches Central Florida and is expected to strengthen, communities ask residents to be prepared.

Here is a list of the sandbag locations being offered this week ahead of possible storm impacts.
Orange County Public Works is making sandbags available to residents preparing for potential impacts from Tropical Storm Idalia. Five sandbag locations will open to residents on Monday at noon.
The sites will operate from noon to 7 p.m. on Monday and from 9 a.m. to 7 p.m. on Tuesday, pending severe weather.
The Parks and Recreation Division and the Public Works Department will have bags and sand available on a self-serve basis. Residents will need to bring their own shovel or spade to fill their bags. Orange County will provide 10 unfilled sandbags and direct residents to the sand pile.
Individuals with special needs who need sandbag assistance should contact Orange County 311 beginning Monday at noon.

Winter Park
Winter Park residents can pick up sandbags on Monday from 2 to 6 p.m. and Tuesday from 8 a.m. to noon at the Rollins Softball Field parking lot located at 452 Harper St.
There is a limit of eight bags per resident or business owner within the city limits.
You are asked to bring proof of residency, either a driver’s license, valid ID or utility bill statement.
The bags are available as a fill-it-yourself model with the city providing shovels, bags and sand on a first-come, first-served basis. If you are physically unable to fill your sandbags, city staff will be available to assist those in need.

Osceola County
Osceola County residents may fill and make sandbags at Osceola Heritage Park, located at 1211 Shakerag Road, on Monday from noon to 7 p.m. *UPDATE* The sandbag distribution will continue on Tuesday. Officials said 21,000 bags were distributed on Monday.
Supplies will be provided, including bags and sand, in a joint effort between the county, St. Cloud and Kissimmee. Residents are allowed 25 sandbags per household and must bring their own shovel or filling tool. Supplies are limited, and sandbags will be available for filling on a first-come, first-served basis.

Seminole County
Altamonte Springs
There will be two pickup locations in Altamonte Springs on Monday while supplies last.
Those locations will be in Eastmonte Park, 830 Magnolia Drive, and Westmonte Recreation Center, 624 Bills Lane.
Both will be open from 8 a.m. until 7 p.m.
Each household is limited to 15 bags. While the location does not provide shovels, park rangers will be there from 8 a.m. to 12 p.m. to help.

Oviedo
The City of Oviedo announced it would open a sandbag location at the Public Works Facility starting Monday, Aug. 28.
Officials recommend entering and exiting the location off of Evans because the entrance and exit leading to Lockwood will be closed for operations.
Staff will assist residents in using a new sandbag-filling machine.
The location will open at 7 a.m.
Sanford
The City of Sanford will offer sandbags for residents to prepare for the storm’s possible impacts.
Starting Sunday, there will be empty bags and sand at 800 W. Fulton Street from 8 a.m. to 8 p.m.
People will need to bring their own shovels and gloves.
Longwood
Longwood will have sandbags available at Candyland Sports Complex on Monday from 11 a.m. to 6 p.m. The bags are self-serve and there is a maximum of 10 bags per family.
Winter Springs
The City of Winter Springs and Seminole County will continue to offer sandbags at Central Winds Park on 1000 Central Winds Drive through Tuesday.
The self-serving sandbag operations will be available from 8 a.m. to 7 p.m. or while supplies last.
Each household is limited to 15 bags.
Residents should bring their own shovels and gloves.

Volusia County
Daytona Beach
The city of Daytona Beach will offer sandbags to residents from 9 a.m. to 5 p.m. starting Monday.
Sandbags can be filled at Bethune Point Park, 11 Bellevue Avenue.
Officials said there is no charge for sandbags. However, there is a 10-bag limit per vehicle.
If demand and conditions warrant, sandbag operations will be extended to Tuesday.
DeLand
The city of DeLand will open a sandbag location ahead of possible storm impacts.
The site will be in the parking lot south of Melching Field on 601 South Woodland Boulevard, at the corner of East Hubbard Avenue and South Woodland Boulevard.
It will be open from 3 to 7 p.m. Monday and hours to be determined on Tuesday. *UPDATE* The hours will continue at the same location from 8 a.m. to noon Tuesday.
Bring a shovel and ID for proof of residency.
There will be a limit of 10 bags per residence.
Port Orange
Port Orange will open up its sandbag distribution site on Monday for residents.
The site is located in the field next to the REC Center at 4655 City Center Circle, Port Orange. It will be open from 10:30 a.m. until 8 p.m. on Monday. The site will also be open from 8 a.m. until 7 p.m. on Tuesday, depending on the weather.
This is a self-service site. You must bring your identification and a shovel. Staff will provide bags for use. There is a limit of 10 sandbags per person.
The site is in the City Center Complex between Dunlawton Avenue and Herbert Street on the northwest side of City Hall.
Deltona
The city of Deltona is opening sandbag locations ahead of potential impacts from Tropical Storm Idalia.
Two sandbag locations will be open Monday from 8 a.m to 6 p.m.
This is a self-service operation where bags will be provided to our residents, but you should bring a shovel and someone to help with the bagging process.

Sandbags are available at seven Lake County locations beginning at 11 a.m. on Monday. Residents must bring their own shovels and are limited to 10 bags of sand per household. Residents should bring their own shovels and are responsible for filling their own bags. Sandbags will only be offered before the storm, and no sandbags will be dispensed once storm conditions begin.

“The good news is at this point … it appears that Orange County will not take a direct hit if you will from the ensuing hurricane,” Orange County Mayor Jerry Demings said Monday. “We have prepared for the worst and will hope for the best.”
Tropical Storm Idalia forecast to become major hurricane; DeSantis expands emergency order
Forecasters project the storm to make landfall in the area of the Big Bend, so conditions are expected to be worse in counties north and west of Central Florida.
School districts are also monitoring the storm.
The Lake County school district has canceled all after-school activities on Tuesday and will close campuses on Wednesday.
“We hope to re-open and be full speed on Thursday,” Superintendent Diane Kornegay said at a late-afternoon press briefing Monday.
The Osceola County school district also has announced that after-school activities, including sports, are canceled Tuesday.
Neither Osceola, Orange or Seminole county schools have announced any class cancellations, though all said they are tracking the storm and could, depending on what is learned about its projected path.
The University of Central Florida hasn’t announced any changes to its operations, according to a campus alert issued Monday.
Lake, Seminole and Volusia are included in Gov. Ron DeSantis’ state of emergency declaration. Orange and Osceola counties could choose to issue local orders if they aren’t added to the state one as Idalia approaches.
SunRail services will be suspended Tuesday, while Lynx, the region’s bus service, is monitoring forecasts ahead of any changes to its routes.
Of particular concern, Central Florida will be on the east side of the storm, which is where tornadoes are most likely.
In the meantime, counties have begun standing up sandbag stations for residents, while some shelters are expected to open beginning Tuesday.
County officials were briefed by the National Weather Service Monday and told to expect between 2 and 5 inches of rain, with sustained winds ranging from 25 mph to 35 mph. Gusts could reach 55 mph with the potential for “tornadic activity,” the mayor said.
Crews checked pump stations and cleared debris of tree limbs that can impede the flow of stormwater, paying special attention to communities like Orlo Vista, the low-lying neighborhood where flooded-out residents had to be rescued by boat during Hurricane Ian last September.
“We are in good shape ahead of time,” said Darrell Moody, public works spokesperson.
A $23-million flood-mitigation project in Orlo Vista won’t be finished until next summer, but retention ponds already have more water-holding capacity, Moody said.
Fire-rescue teams visited nursing homes and assisted living facilities Monday, checking that required emergency plans were in place and emergency generators were operational. Demings said those teams will visit mobile home parks Tuesday “to make certain they are as prepared as they possibly can be.”
“Again, we know that the storm is strengthening and its track can change,” he said. “So be prepared either way.”
The county is opening shelters starting at 1 p.m. Tuesday.
The Silver Star Recreation Center, 2801 N. Apopka Vineland Road, and the Goldenrod Recreation Center, 4863 N. Goldenrod Road, will be open for residents with special needs.
The Barnett Park Recreation Center, 4801 West Colonial Drive, and the South Econ Recreation Center, 3850 South Econlockhatchee Trail, will be open for all residents.
All four shelters are pet-friendly.
Orange County residents can bring their own shovels to fill up to 10 bags at five locations Tuesday. Sandbag stations are open until 7 p.m.
Emergency Manager Alan Harris predicted Tropical Storm Idalia would deal similar damage to that of a strong afternoon thunderstorm, as its projected northward track should keep it away from Seminole.
The county doesn’t expect to open emergency shelters but is monitoring the storm’s track, watching whether it ticks further east.
Harris noted the strongest winds will blow through the area beginning at midnight on Tuesday and continue through much of the day on Wednesday as some squall lines from the hurricane’s outer bands move through.
“Based on the wind field that we’re seeing right now, it’s not much stronger than winds that we would get in an afternoon thunder shower,” he said.
Seminole could see a significant amount of rain. But not so much that it would cause extreme flooding as last year’s Hurricane Ian, where parts of the county were underwater for weeks.
“Right now, what we’re looking at is minor rain, up to 5 inches,” Harris said. “So that is sometimes what we could receive in a very hard afternoon thunder shower over a weekend or multiple showers over a weekend … It’s not an incredible amount of rain.”
Osceola officials called on residents to prepare Monday ahead of the storm and to expect tropical-storm-force winds and 2-to-4 inches of rain, said Viviana Janer, chairwoman of the Board of County Commissioners.
While parts of the county were hit with devastating flooding last year during slow-moving Ian, county officials said its lakes have the capacity to handle the expected rainfall from Idalia.
“We understand that residents in areas that were flooded during Ian are very concerned. Rest assured that our public works department … have been out there checking those canals, checking the drainage to make sure and ensure that those communities are as ready as possible,” Janer said. “The good news is that this is a different type of storm. We have been told this is a fast-moving storm; we don’t expect much rain and our lakes have the capacity to hold the rainwater.”
The city of Kissimmee is ready to receive the rain after canals and ponds have been inspected by city officials, Mayor Olga Gonzalez said at a press conference.
“Our partners at South Florida Water Management have shared that Lake Toho has plenty of capacity for any expected rainfall,” Gonzalez said.
St. Cloud Mayor Nathan Blackwell said city crews have been cleaning stormwater inlets and ditches, and have pumps ready in case of excess flooding.
No shelters have opened yet but officials said residents should text “alertosceola” to 888777 to enroll in the county’s alert system.
The Osceola Council on Aging’s shelter for the disabled will open 2 p.m. Tuesday, according to spokesperson Belinda Olivera.
County officials are expecting to see the highest winds in the region due to the county’s position closest to the Gulf Coast. Authorities reminded motorists that if traffic signals become inoperable during or after a storm, treat the intersection like a four-way stop.
Lake could also see flooding in historically flood-prone areas like Astor along the St. John’s River near the Volusia County line.
“We’re expecting pretty high winds and possibly some flooding in the Astor area,” county spokesperson Sarah Lux said.

Altamonte Springs-based LeCesse Development Corporation is preparing to place apartments within walking distance of the Meadow Woods SunRail station.
The developer and its partner, apartment management company Cambridge Management Services, are seeking a land-use change for 10 acres in the middle of an unfinished commercial center within the Southchase community that would allow for the development of 280 units of multifamily housing.
The project, located near the intersection of S. Orange Avenue and W. Wetherbee Road, is home to a 7-Eleven, a cash wash and a dollar store. It still has 108,277 square foot of commercial and retail use entitlements. An application submitted to Orange County on behalf of developers by Sam Sebaali with Florida Engineering Group requests converting 32,340 square feet of those entitlements to midrise residential dwelling units.
That would leave developers with 75,937 square feet of commercial entitlements to build out in the future on the three remaining outparcels fronting on S. Orange Avenue.
The change determination review slated to go before the county’s development review committee on May 25 also asks for three waivers from Orange County code to allow apartment buildings as high as four stories. Currently, housing units are restricted to three stories on the property, but commercial uses were permitted up to 50 feet in height. The developer justified the request by noting that the building placement would be 150 feet from the closest single family home.
The land was purchased for $594,000 in 2013 by Orlando-based real estate investor Sean McElvaney. An entity under his name, West Pine LLC, also owns six adjacent parcels totaling more than 30 acres.
The land is surrounded on three sides by subdivisions. It’s located less than a mile north of Southland Elementary School and less than three miles west of Wetherbee Elementary School.
It’s roughly 10 miles southwest of the Orlando International Airport where a host of development activity is underway, particularly along nearby Boggy Creek Road — a north-south corridor that runs between State Roads 417 and 528 — and the Lake Nona community, a red-hot real estate market southeast of the airport.
It’s less than a quarter-mile from the Meadow Woods SunRail station.
The 16 SunRail stops from Volusia to Osceola Counties have become attractive spots for transit-oriented residential development.
In 2020, when Pulte Homes paid $9.5 million for 150 acres a mile from the Ponciana station for what would become the 500-plus lot Cypress Hammock subdivision, a leader with the company predicted even more growth along the commuter rail route would follow suit.
“The SunRail is sure to be appealing to buyers who work downtown and wish to have a stress-free commute to work,” Max Perlman, VP of land acquisition for Pulte, told GrowthSpotter at the time. “As the system continues to build out, we believe the SunRail will only grow in popularity and usefulness throughout Central Florida.”
In Feb. 2022, real estate firm Davis Development and Pulte signed on to a plan to bring a community next to Sanford’s Sunrail station consisting of 529 market-rate rental units and 120 fee-simple townhomes.
Also in February, Orlando-based real estate company AG Properties LLC filed plans to transform the site of the shuttered Summit Charter School by the Maitland SunRail station into a new residential community with 35 homes.
And in Debary, city leaders are looking to create a “Main Street style” downtown near its SunRail stop, the Daytona Beach News-Journal reported recently.
Matthew Gourlay, the development manager with LeCesse Development, did return phone calls or emails seeking comment about the latest apartment project near SunRail.
Established in 1952, the LeCesse organization has grown from a regional building contractor in Rochester, NY to a multi-state developer and owner of multifamily properties, with headquarters located in Altamonte Springs, FL, according to its website.
The company focuses on the development, construction and financing of multifamily properties. The annual volume of construction completed exceeds $100 million per year, its website says.
LeCesse has developed more than 20,000 residential units nationwide, including several in the Orlando area.
Past LeCesse projects here include the 300-unit Ecco on Orange (now known as Cortland on Orange), the 289-unit Ancora Orlando and the 244-unit Rize at Winter Springs.
It currently still owns and manages the Villa Grande on Saxon, a senior living community in Orange City; the Grand Reserve at Maitland Park in Maitland; the Grand Reserve at Lee Vista in Orlando, just three miles from the Orlando International Airport; and Bella Nova at JubiLee Park in Orlando
In early 2021, the company broke ground on a 269-unit luxury apartment community in Oviedo called Avila that’s expected to open this summer.
Located at on W. State Road 426 — 10 minutes from the University of Central Florida — Avila will consist of three three-story, buildings with a mix of one, two and three-bedroom units, according to the company’s website.
Lecesse Development is also looking to add another apartment community north of the airport that will be called The Village at Crescent Park. Plans submitted to the city of Orlando call for five four-story buildings totaling 292 garden apartments.
This property is located along the west side of Conway Road, east of Orange Avenue, north of State Road 528.
