Church catches fire in College Park, still holds Mass next day

COLLEGE PARK, Fla. – A fire occurred Saturday night at Incarnation Catholic Church in College Park, according to the Orlando Fire Department.

Crews made quick work of flames coming from the rear end of the building along Edgewater Drive, extinguishing the fire within 22 minutes of arriving around 11:30 p.m., the department said in a statement to News 6.

The fire prompted church leaders to arrange for only one Mass on Sunday, according to an update on the church’s website and signage on the door.

No one was in the church at the time of the fire and no injuries were reported, the department stated.

Father William Holiday said he was thankful no one was hurt, detailing the damage otherwise left behind at his church.

“The church for all intents and purposes on the inside is destroyed,” Holiday said. “We did lose some paintings and some statues and things like that, but there were some things in there, there was a picture of the Blessed Virgin Mary in there (...) and it did not have a mark on it.”

Holiday said that he didn’t want to risk conjecture when asked if he thought the church was targeted, stating, “If it’s circumstantial, it’s God’s providence, if it’s possibly intentional, that’s in God’s providence also.”

Cell phone video — provided to us by Carl Humphrey, who owns College Park Laundry and Dry Cleaners across the street — shows flames and smoke rising from the church.

Humphrey said he immediately called 911 upon seeing the church burning.

“I ran over there, banged on the door on the little property over there. I wasn’t sure if anyone was inside, no one answered,” he said. “I’m happy they’re still going to have service. I was the only one outside so I figured if I don’t make that (911) call, no one will.”

The cause of the fire is still being investigated.

Regarding the Sunday Mass, it was to be “business as usual” at the church all the same, according to Holiday.

“When we go in, we are just going to celebrate Mass, I’m not going to say a word about it,” he said.

Sifakis said July 6 the project was delayed nine months to a year and is $3.5 million over budget.

“We really view this project as something that can be catalytic for Arlington and are committed to doing it right, even if we make a lesser return up front,” Sifakis said.

“We’ve had to deal with a lot of hidden issues that we uncovered once we got into the job,” he said.

Sifakis said previously the cost to develop the first phase of College Park is $18.5 million, paid for by financing, city incentives and JWB cash.

He said the cost over budget could be higher as JWB Real Estate Capital finishes the retail build-outs.

“Despite some significant delays and being 3.5MM over budget, we haven’t value engineered any of the original design out of the center – keeping the aesthetic the same as our renderings,” Sifakis said in an email.

The first phase of redevelopment includes the parking lot renovations and facade work, which are underway.

“It was originally supposed to be late last year to early this year,” he said.

Sifakis said now the parking lot, landscaping and facade work should be completed by October. The Winn-Dixie grocery store could open a few months after that.

The second phase of apartments and a shipping container food court would start in mid-2024.

Property records show Town & Country was built between 1953 and 1979. It comprises about 189,000 square feet of space.

Through 903 University Blvd LLC, Jacksonville-based JWB Real Estate Capital paid almost $5.1 million for the 18.27-acre property in August 2019.

JWB does not own the McDonald’s and a gas station at the front of the center.

The center, which was largely vacant at the time of the sale, anchors northeast Arlington Expressway and University Boulevard.

The property is part of the Renew Arlington Community Redevelopment Area, which the city hopes to assist with rejuvenation.

Town & Country Shopping Center Inc., led by President Leonard Setzer, sold the property to 903 University Blvd LLC.

The first sign of renovation was when Jacksonville artists created an eight-panel mural in early 2020 on the side of the building facing the expressway.

In June 2021, the Renew Arlington Community Redevelopment Agency board approved an almost $1.31 million code compliance grant to the new owners, as well as a $2 million infrastructure development grant payable up to $400,000 annually over five years.

The city approved a permit in June 2021 for Reliant Roofing Inc. to re-roof the center at a cost of $1 million.

It approved a permit Jan. 5, 2022, for ShayCore to renovate the facade at a cost of $4.5 million.

The first phase also creates two building pads for the second phase, which will consist of a shipping container food court and a multifamily project of 82 market-rate apartments among two three-story buildings in the parking lot corner at the expressway and University Boulevard.

Sifakis said previously the second phase should come online 12 to 18 months after completion of the first phase.

He said July 5 JWB still plans on the residential in the parking lot and the outdoor shipping container food court.

“Those should start middle of next year,” he said.

After almost 20 years of serving the neighborhood of College Park, China (often referred to as "China In College Park" and "China Hut") has served its last plate of lo mein.

The space is now home to Turci Panino, run by Brazilians of Italian heritage Nathalia Kalil and Vinicius Turci of Turci Pasta next door. Turci Panino will soft-open July 24 and offer "Italian sandwiches crafted with love" so, yeah, that brings the total number of Italian joints in Little Italy, sorry Edgewater Drive, to seven — Turci Pasta, Anthony's Pizza, Armando's, Adriatico Trattoria, Pizza Bruno, Ragazzi's and Tornatore's — with five of those places mere feet away from the newcomer.

That said, there's always room for another sandwich joint, and despite the use of the singular form of the popular Italian sammie in its name, Turci Panino will offer 11 different sandwiches served on Italian-style baguette, rustic ciabatta and focaccia.

Just a few of those handhelds: the "Firenze" with salami, artichoke cream and spicy eggplant; the "Napoli" with porchetta, truffle cream and grilled zucchini; and the "Bologna" with mortadella, pistachio cream and burrata.

Also on the menu: salumi, salads and a handful of appetizers.

Rollins College sells two Winter Park properties. See what may happen next.

Rollins College has sold off a pair of properties tied to its 80-acre campus in Winter Park — a move that could lead to new development and business expansion.

The private liberal arts college sold a 6,618-square-foot, two-story office building at 311 W. Fairbanks Ave. and a 0.26-acre vacant property zoned for commercial use at 379 W. Fairbanks Ave.

The office building formerly housed the college's human resources, payroll and risk management departments, and currently is vacant as those staff member were relocated to other parts of the campus.

Why this matters: Property sales allow for additional investment into improvements or the potential for redevelopment, which could increase nearby property values and grow the area's tax base, as well as create opportunities for contractors, vendors and suppliers.

Revolution Investment Group LLC — listed to a Navarre address — bought the two properties for $2.7 million.

Rollins College previously bought the vacant land at 379 W. Fairbanks Ave. for $400,000 in 2015 and the office building property at 311 W. Fairbanks Ave. for $2.25 million in 2015, per Orange County records. Rollins initially bought the office building to use it at a temporary home for its Hamilton Holt School, which was undergoing maintenance at the time.

Rollins College spokeswoman Jo Marie Hebeler told Orlando Business Journal the two properties were sold because they were no longer "strategically positioned" for the college's purposes. That allowed it to consolidate those staff members into other parts of the campus.

Rollins had not had a major property sale or purchase since 2016, when it sold a 1.63-acre property near Martin Luther King Jr. Park to the city of Winter Park for $2.9 million.

John Crossman, president of CrossMarc services, told OBJ the vacant property potentially could be used for medical, retail or office development. That likely would depend on the buyer working with a tenant or other interested party on the use.

As for the office, there likely would be demand for the office space as is. At his office properties in Winter Park, Crossman has seen high demand for space. "We're seeing more tenants than listings at our properties."

Representatives from Revolution Investment Group were not immediately available for comment. Revolution Investment Group appears to be connected to Melbourne-based Revolution Technologies, based on Florida Division of Corporations records, but that could not be confirmed.

Founded in 1885, Rollins College has more than 3,057 undergraduates and 742 graduate students as of November 2022, according to Orlando Business Journal research.

Meanwhile, CoStar data shows the Winter Park office submarket has an average rent of $32.19 per square foot — the third-highest in the Orlando metro — and a 3.5% average vacancy rate. Those metrics compare favorably to metro Orlando's overall averages of $27.29 per square foot average office rent and 8.7% average office vacancy rate.

Winn-Dixie returning to College Park, the former Town & Country Shopping Center

After 17 years, Winn-Dixie intends to return to Arlington next year to College Park, the former Town & Country Shopping Center at northeast University Boulevard and Arlington Expressway where the supermarket operated for years.

Winn-Dixie is a banner of Jacksonville-based Southeastern Grocers.

President and CEO Anthony Hucker said March 3 that the College Park Winn-Dixie is an opportunity for the company.

The opening allows Southeastern Grocers “to expand in our hometown and return to the area to provide a unique grocery shopping experience for the Arlington community.”

“We plan to make a significant investment in the store to support the revitalization of the community and will welcome more than 100 associates to provide needed jobs and ensure our new customers receive remarkable service,” he said in a statement.

The store will open in 2023 at 999 University Blvd..

Winn-Dixie will lease 48,738 square feet of space where Southeastern Grocers said it opened in 1997 and closed in 2006.

Jacksonville-based JWB Real Estate Capital is redeveloping the 69-year-old retail plaza.

Part of the 18.27-acre site is being cleared for an apartment project while the center’s parking lot and facade are being replaced and upgraded.

“It will be a really amazing catalyst for the neighborhood,” JWB President Alex Sifakis said of College Park.

He said his group is bringing infrastructure and amenities to the Arlington area.

“It’s already a great neighborhood, but the community has been asking for these types of amenities,” he said.

Sifakis said Winn-Dixie is a key piece of the College Park revitalization.

Property records show Town & Country was built between 1953 and 1979. It comprises about 189,000 square feet of space.

The property is part of the Renew Arlington Community Redevelopment Area, which the city hopes to assist with rejuvenation.

Through 903 University Blvd LLC, JWB paid almost $5.1 million for the property in August 2019.

Sifakis told Arlington business owners in July 2021 that the group intended to provide food options at the shopping center in response to neighborhood requests.

That included a grocery store. While Sifakis would not identify the company, it would lease space previously occupied by Winn-Dixie.

For food options, Sifakis also talked about the shipping container food court and entertainment complex that will be built on-site, next to the new apartments. JWB also wants to bring restaurants to the inline center.

Sifakis said in July the center is 45% occupied, not counting the grocery center space leased for storage. When the grocery store moves in, occupancy rises to 72%.

The largest current tenants include Dollar General, Advance Auto Parts, DaVita and Legacy Ministries. McDonald’s and a service station on the site are separately owned.

The first sign of renovation was art.

Jacksonville artists created an eight-panel mural in early 2020 on the side of the building facing the expressway.

In June 2021, the Renew Arlington Community Redevelopment Agency board approved an almost $1.31 million code compliance grant to the new owners, as well as a $2 million infrastructure development grant payable up to $400,000 annually over five years.

The city approved a permit in June 2021 for Reliant Roofing Inc. to re-roof the center at a cost of $1 million.

The city approved a permit Jan. 5, 2022, for commercial contractor ShayCore LLC to renovate the facade at a cost of $4.5 million.

Sifakis said March 4 that his group will close on $18 million in financing this week with Local Initiatives Support Corp. Jacksonville and RBC Bank through the federal New Markets Tax Credit Program, and with VyStar Credit Union.

The New Markets Tax Credit Program is designed to help economically distressed communities attract private capital by providing investors with a federal tax credit.

Investments made through the program are used to finance businesses, “breathing new life into neglected, underserved low-income communities,” says the U.S. Treasury Department.

Under the program, investors receive a tax credit for making equity investments in certified Community Development Entities, which in turn use the proceeds to make loans and investments in businesses, real estate projects and community facilities in low-income communities, says LISC.org.

Sifakis said the cost to develop the first phase of College Park is $18.5 million, paid for by the financing, the city incentives and JWB’s cash.

“It’s been a great experience working with the city, LISC, VyStar and City Council member Joyce Morgan,” Sifakis said.

The first phase includes the parking lot renovations and facade work, which are underway. Sifakis expects the first phase completion in September.

Colliers International Senior Director Matthew Clark and associates Sam Middlekauff and Olivia Steinemann are the leasing agents.

The facade redesign, parking lot and landscape improvements, ADA compliance and upgraded LED lighting systems will be completed in the third quarter.

The first phase will create two building pads for the second phase, which will consist of a shipping container food court and a multifamily project of 82 market-rate apartments among two three-story buildings in the parking lot corner at the expressway and University Boulevard.

Sifakis said the second phase should come online 12 to 18 months after completion of the first phase.

Donated space

Sifakis said previously that the College Park name seemed to fit with Jacksonville University, which is less than 2 miles north.

He said JWB will donate space at the shopping center to JU and a few nonprofits.

JU will lease 1,000 square feet for $1. It is deciding on a few plans for using the space.

Tne nonprofit Suited For Success Jacksonville Inc. will lease 2,000 square feet of space for $1.

It provides job training and a new wardrobe to men in need. The organization received a CNN 2021-22 Champions for Change award.

Its mission is “to empower men seeking employment and reentry back into the community by providing interview suits along with personal and professional development service.”
