Deputies: 4 suspects arrested after woman kidnapped in Orange County

PINE HILLS, Fla. —

Four people are facing charges after a woman knocked on a door in Pine Hills saying she had been held against her will.

Monica Reed, Damon Tromp, Kevin Holmes and Cortez Jackson were all arrested on charges of armed kidnapping and false imprisonment with a weapon.

In the twenty-some years Leroy Robinson has lived in his Pine Hills neighborhood, he's never seen anything like he did Saturday.

"No. No, Ma'am" Robinson said.

Armed sheriff's deputies swarmed his street. Taping off part of Barnett Place, it was unusual Robinson says. But somehow didn't shock him.

"I was not surprised at all," he said.

According to the Orange County Sheriff's Office, a woman went to a home in the neighborhood Saturday afternoon. Pleading for help and saying she had been held against her will.

"When you don't have Jesus in your heart anything might happen," Robinson said.

According to the arrest affidavit, the suspects wanted the victim to tell them her address because of a "potential stolen item."

The affidavit says they tied her up, threatened her with a gun and forced her into a car. It alleges Reed pistol-whipped the victim, for which Reed is facing an additional charge.

The affidavit alleges the suspects took the victim to another location where she had her hands, feet, and mouth duct taped, and was ultimately put in a dog cage inside a shed in one of the suspect's backyard.

"You are charged with armed kidnap with the intent to commit a felony and false imprisonment with a weapon. At this time I do find probable cause," A judge told one of the suspects Sunday.

Three of the suspects made initial appearances in court that day.

According to Orange County Jail records, they're being held on no bond for armed kidnapping with intent to commit a felony and $5,000 dollars bond for false imprisonment with a weapon.

The sheriff's department says the victim in the case had minor injuries.

As we start a new school year, neighborhoods across Central Florida are working to make sure everyone has a safe and successful school year.

People who live in Pine Hills are working to make big changes in their neighborhood to protect students and neighbors.

"People say our kids are our future — I disagree. I think kids are our today — our right now," said Orange County Commissioner Mike Scott.

Scott was one of several speakers at Thursday's Pine Hills Safe Partnership meeting.

Leaders from several departments and organizations discussed back-to-school safety and projects designed to improve safety in the neighborhood.

"We’re working on lighting, we’re working on sidewalks, working on beautifications... We’re hoping once we bring more of a visual, uplifting look, people start recognizing, ‘yes, I should be proud of where I live,'" said Rosemarie Diehl from the Pine Hills Safe Partnership.

Members of the sheriff's office were also there.

They say now, Pine Hills will fall within one of the sheriff’s office patrol sectors instead of being split between two sectors.

It’ll make patrolling the area easier.

"The deputies, the supervisors, the people that work the area that know the community the best, they have one place to reach out directly to get in touch with us," said Capt. Ashley Strange.

The Pine Hills community dealt with several tragedies during the 2022-2023 school year, including losing two Pine Hills Elementary School students to gun violence.

Scott says he believes this school year will be different.

"What I'm seeing is the sheriff's office is more engaged beyond the calls for service, and you have more proactive patrol – them looking at things, monitoring things more closely so the community feels safer," he said.

Deputies are encouraging parents and students to report any suspicious activity they see in and out of schools.

"Don’t feel like you have to hide anything. You can trust law enforcement, talk to your school resource officer… If you see something troubling on social media, make sure you say something about it," Strange said.

Officials are also asking anyone who can serve as a crossing guard to help kids get to school safely to sign up on the sheriff's office website.

ORLANDO, Fla. – Central Florida transportation officials and elected leaders broke ground Monday on the Pine Hills Transfer Center, a LYNX facility designed to improve transportation access in that Orange County community.

Located near the intersection of Silver Star Road and Pine Hills Road off Belco Drive, the new station will alleviate the need for some bus passengers to travel more than five miles east to the LYNX Central Station in Downtown Orlando to transfer to other bus routes.

“This becomes the hub, the transportation hub for the Pine Hills community,” said LYNX CEO Tiffany Homler Hawkins.

When construction is completed in about 12 to 14 months, the Pine Hills Transfer Center will feature eight bays to load and unload buses. Waiting passengers will be sheltered by a canopy resembling the one found at the agency’s downtown bus station.

The project also includes improvements to Belco Drive and an expansion of Pine Hills Trail.

“Our goal is to make it more convenient for riders of the LYNX bus system to really improve connectivity and access to our public transit system,” said Orange County Mayor Jerry Demings, who serves as chair of the LYNX board of directors “By improving the number of buses and routes available, hopefully we will cut down on the period of time for people that it will take to get to their final destinations in our community.”

The $15 million project is being funded by a combination of local, state and federal funds.

In the future, Demings said he hopes the SunRail commuter rail system can be linked to the Pine Hills Transfer Station.

Deemoreena Duvall, who relies on LYNX buses to get around Central Florida, will not miss traveling to the Downtown Orlando bus station to transfer to another bus route.

“That will be convenient,” said Duvall. “Make things faster.”

Once completed, the facility will have Lynx’s signature swooping roof, a covered waiting area and eight bays for buses to park at. County leaders hope its arrival will lead to easier commutes and shorter commute times for community members, some of which can run three hours in each direction.

“I think safety is the top priority, but a better travel time and our passenger experience [are also factors],” Lynx CEO Tiffany Hawkins said.

Construction is expected to end by the end of 2024. Two bus lines are already scheduled to move over, but there are plans to add new lines to increase connectivity for riders in the area.

The project is about more than buses, though. Road and traffic management improvements will also be made, and a multi-purpose path will be extended across Silver Star to help bicycle riders access the facility.

In the future, County Mayor Jerry Demings said he hopes Sunrail will also stop at the site.

“That will be something that can’t happen without a public private partnership that will require significant dollars to make that a reality for all of us,” he said, setting expectations. “But that is the hope of the future.”

For their part, Pine Hills community leaders pointed out that Evans High School was one block away, and said they believed the station would help give the community a hub to kick off a new era of growth.

“It’s a huge investment in Pine Hills. It means that businesses will come in to our community, because young because people need to get to work,” Community Council President Sandra Famti-Hall said. “It’s a long time coming.”

Thousands of free tablets are being distributed to families in Pine Hills.

And Saturday, some of the first stacks were passed out at a giveaway event.

Orlando faith leaders celebrated as they unloaded a truck full of boxes.

What's inside are tools they hope will connect this community.

"For a while, we saw kids walking to various places to try to get Internet access so that they can do things," Bishop Derrick McRae said.

McRae, with The Experience Christian Center, helped get groups together to give back to families living in Pine Hills.

With the help of city leaders, a federal grant and Moolah Wireless, 30,000 free tablets are going to the families.

The first stacks were handed out at this event.

"Well, we understand that this area Pine Hills area is a very, very challenged area financially. And many of the individuals are sometimes making the decision between am I going to feed my kids or am I going to have to access for my kids to be up to date in school work," McRae said.

"It feels really good to have a tablet really soon," said Peyton Glenn, a child receiving a tablet.

Parents and children expressed gratitude.

"It's like Christmas but not on the exact day," said Adonijah O'Neal, a child receiving a tablet.

"Having an extra resource like an electronic device – the tablets will help us out tremendously," parent Nicholas O'Neal said.

"It helps them where they cannot be on my nerves sometimes, and they just love electronics," parent Gelisa O'Neal said.

The event is not only a handout – it's also a hand-up.

There were several groups from the community giving people dental care, health care, and even free haircuts.

"This community is going to be forever changed," said Sandra Fatmi-Hall, the president of Pine Hills Community Council.

Fatmi-Hall says it'll inspire the next generation.

"We're asking our young people to make something of themselves. We're trying," Fatmi-Hall said.

Saturday's event is over, but The Experience Christian Center says volunteers will continue to hand out the free tablets until supplies run out.
