Government attorney Cliff Shepard said, as far as he knows, there are no other municipalities in Central Florida with these kinds of restrictions on journalists, and it’s unusual for there to be an distinction on who can talk during public comment.

“I’ve often used the public comment section of city commission meetings when officials have not responded to me via email or phone call,” Dworkin said.

That most recently happened during the commission meeting on June 22. A few days later, she got an email from City Manager Jon Williams stating she had violated the resolution and that if she continued, she could be banned from future meetings.

“We’re there to be the eyes and the ears of the public when they are not there themselves,” Dworkin said.

In a statement, the city manager said in part, “The City is happy to address Ms. Dworkin’s questions, however, during the proceedings of a City Commission meeting is not the appropriate time.”

Some unincorporated town residents want to become part of Winter Garden

TILDENVILLE, Fla. —

Some residents in a small unincorporated Orange County community want to become part of Winter Garden.

One Tildenville resident is helping lead the push to make her town part of the city.

"Tildenville is a little country town that sits on the west side of Winter Garden," said Deloris Ginns, a resident born and raised in Tildenville.

"If you blink your eye, you're going to miss it," she said. "Because it's just that small. But it's beautiful."

She's part of the Tildenville Neighborhood Association. And she's pushing to see her unincorporated community become part of Winter Garden.

"We're put on the back burner for a lot of things. For a lot," she said.

She believes becoming a part of the city of Winter Garden could lead to more services and resources in Tildenville.

"I'm looking at splash pads. I'm looking at a whole lot to offer this community. To offer the children of this community," Ginns said.

But she's only interested in the move if it's on the town's terms.

"You're not coming in telling us what you want us to have. We're telling you what we need," she said.

And Winter Garden commissioner Ron Mueller is on the same page.

"What we need to do is listen," Mueller said. "They know what they need. We just need to provide the tools and the resources to make that happen."

Mueller says the city has annexed towns before. Adding in East Winter Garden just last year. And he thinks there are all kinds of resources they could bring to Tildenville.

"We're talking to the public library system here. We're looking at a Boys & Girls home in the future out here, along with a community action center here," Mueller said.

WESH spoke to some people in town who didn't want to talk on camera but weren't crazy about becoming a part of Winter Garden. Mueller says they'll have a say in what happens.

"It always should be the voice of the people of Tildenville," he said. "We will leave it to them. We will give them the facts and the information."

And with the information Ginns' has, she thinks joining Winter Garden is what's best for her community.

"I wanna see the people have something that they can be proud of," she said. "To say, 'I'm from Tildenville.'"

Mueller says in order for Tildenville to be annexed into Winter Garden, it would need the green light from both the county and the city.

Since 2013, The Peach Cobbler Factory has been devoted to crafting delightful desserts that evoke the feeling of Grandma’s kitchen.

Now, Winter Garden residents will be able to enjoy cobbler closer to home with the opening of its first West Orange location off Tilden Road.

SWEET SURPRISE

The Peach Cobbler Factory was founded in Nashville, Tennessee, by Juan and Tami Edgerton.

The first location opened in Cincinnati, Ohio, and the business has now expanded to offerings in nearly 20 states. The first Florida location opened in Jacksonville.

TaRay White, franchise owner of the store, said he has close friends who live in Jacksonville and became franchise owners of the factory.

“We were so excited for them, and we were interested in what they were doing, because this concept was so new to the state of Florida,” White said. “They were the first couple to have a franchise in Florida. … They brought it to our attention and shared it with us. We immediately latched on to it.”

Originally from Jacksonville, White moved in 1999 to Orlando.

White now lives in Groveland. He previously lived in the Winter Garden area and said the city is a place he and his family hold close to their hearts.

White loved the small-town feel of Winter Garden and knew he wanted his first store to open in the city.

Although White originally had his sights set on downtown Winter Garden, when he saw the space become available in the plaza off Tilden Road, he jumped at the opportunity. He believes the location is better because of the centralized area surrounded by highways, schools and businesses.

White signed the agreement to become a franchise owner in February 2022. He signed the lease for the space and began developing in October. A Mathnasium previously occupied the building.

White said the product and concept being so new is what attracted his interest to the franchise.

He said the most exciting part about The Peach Cobbler Factory is the indulgent selection of treats offered that will satisfy any sweet tooth.

The menu includes 12 types of cobbler, 12 types of banana puddings, six types of cinnamon rolls, 12 types of shakes, 12 cobbler cookies, as well as regular cookies.

Flavors range from classic peach to caramel apple, sweet potato pecan, cherry, blackberry peach and apple walnut raisin.

The Winter Garden store has a tentative opening date of mid-August.

A HEART TO HELP

In his side business, White said he has worked with residential developments and contractors.

However, his full-time job was with The Assistance Fund, where he served as the senior manager of operations and worked for 10 years.

Although White said TAF was a rewarding career, he has now transitioned from the role to focus on his entrepreneurial adventure.

However, White plans to bring his heart for helping others in his previous job to his new business journey.

He said his goal is to make the business a place where it can employ the local community — especially the youth — and to serve as a gathering space.

“For me, giving back to the community in the form of jobs is a plus all within itself,” he said. “It gives people in the community the opportunity to find work close to home. I also want it to be a place where families or friends can come and relax. We have desserts that anyone can enjoy.”

In terms of the future, White said he is exploring how he can give back to others.

“It’s great to be an entrepreneur, and I applaud anyone who does that, but the focus for me is what kind of ways can I give back to my community,” he said. “That’s going to be our legacy. We want to partner with local schools for their events or to donate proceeds for spirit nights, and then we also want to help support local charities and other businesses in the community.”

White plans on opening other locations of the franchise in the Orlando area in the future.

When not working on his new business endeavor, White can be found spending time with his wife, LaToya, and their four children: Christian, 19; Caiden, 15; Kierstin, 15; and Kennedi, 9.

WINTER GARDEN, Fla. — There is a unique ranch in Winter Garden called Soul Haven Ranch that invites anyone who wants to make a connection with miniature horses to come and visit.

What You Need To Know

Owner Susan Nastasi created the experience back in 2016 after working in the busy financial world for 25 years. She realized that most people have lost any connection with animals and the simple life on a ranch.

Nastasi had a love of horses, and so Soul Haven was born.

Guests simply call the Soul Haven Ranch and make a reservation for their small horse encounter.

“They got wonderful temperaments," Nastasi said. "And it gives people an opportunity to be around horses that might otherwise be intimidated by the big ones.”

Nastasi says there is a simple goal at the ranch.

“Let people kind of connect with them,” she said.

People come from around the world (there is also an Airbnb on property) to experience her My Day With a Miniature Horse program.

“We have had people from every continent visit the ranch here in Winter Garden, Florida,” she said.

The experience is a one-hour private encounter. Guests get to choose one of the miniature horses on the ranch and learn how to groom the animals. The experience allows visitors to walk the horses through an obstacle course that helps them gain a better understanding of the animals.

These same miniature horses serve and visit groups of children with special needs, hospitals, hospice and nursing homes.

The encounters are paid for by guests, so Nastasi can offer the horses for free around the community.

“The more opportunities we get to go out and serve children with special needs, geriatrics, hospice, veterans, the better. And it’s just a full circle thing,” she said.

One of the cool things about the ranch is its location to the West Orange trail. Guests can walk the miniature horses off the property and on to the trail.

“You know we hope to not only have our handlers enjoy being with the horses and promote some wellness. But we also like when we pass people on some bikes or walking," Nastasi said. "They share joy no matter where they go.”

A new freestanding emergency room is on the drawing board for Winter Garden.

Orlando developer Intram Investments Inc. proposed an 11,570-square-foot, one-story emergency room on property it owns along Daniels Road, according to city of Winter Garden documents.

The site plans do not list the health system that would use the emergency room and lease 1.55 acres on part of the 7.59-acre property.

However, the health system involved may be Nashville, Tennessee-based HCA Healthcare Inc. (NYSE: HCA), based on the use of companies with a presence in Nashville, use of similar language on planning documents and similar size to other ER locations for the for-profit company.

"As a leading health care provider in the Central Florida community, from time to time, we evaluate opportunities to improve access to health care services, said HCA spokesperson Trip Farmer, who declined to elaborate further.

Freestanding emergency centers typically are owned and operated by licensed hospitals. They aren’t connected to a main hospital campus, but offer the same comprehensive 24/7 emergency services.

Intram was not immediately available for comment. The project is seeking site plan approval from the Winter Garden development review committee on Oct. 11.

A new emergency room would bring more health care jobs to the Orlando suburb, improve access to medical care for the area's growing population and help alleviate overcrowded hospital ERs. Freestanding ERs also help hospital systems grow revenue by bringing emergency care closer to outlying, typically affluent suburbs, where people are more likely to be able to afford health care, and give hospital systems a toehold in areas where they don't already have a significant presence, but competitors do. Further, freestanding ERs eventually may lead to the construction of full-scale hospital campuses.

The proposed new ER would be built roughly 2.2 miles from AdventHealth Winter Garden, which opened in 2016 as a freestanding emergency room and later built an 80-patient room tower that debuted in 2022, making it a hospital.

Freestanding ERs can be built in about a year and at a significantly lower cost than larger hospitals, typically running between $10 million to $40 million — all big pluses for health care systems. In metro Orlando, there are more than 18 existing freestanding emergency rooms, with more proposed in the pipeline.

Meanwhile, Intram is developing a grocery-anchored retail project to the north. It bought the property to the south of that project in 2022 for $1.45 million, according to Orange County records.

The American Institute of Architect’s (AIA) Consensus Construction Forecast panel found that health care has been one of the few sectors that saw gains throughout the pandemic. "While utilization rates increased during the pandemic, more fundamentally, national demographics point to continued gains in health care spending as the aging baby boom generation will ensure a continued increase in spending on health care services," the report stated.

The AIA Consensus Forecast Panel forecast growth of 10% for construction spending for 2023 compared to last year, and a 3% growth for 2024 over the year.
