JACKSONVILLE, Fla. — Nearly 50 cats and dogs were rescued from a property in Lake Butler this week, according to The Union County Sheriff’s Office.

The Union County Animal Control requested the assistance of the ASPCA to save the animals from a home off State Road 121.

Union County deputies say when investigators arrived at the property, they discovered the animals, including newborn kittens, living in "filthy conditions amongst their own feces and urine" and were also exposed to high levels of ammonia.

Some animals were underweight and appeared to be suffering from untreated medical conditions, deputies reported.

The Union County Sheriff’s Office and the Union County Animal Control requested the assistance of the ASPCA working together for the rescue of nearly 50 cats and dogs from a property off of State Road 121, Lake Butler, FL.

Officials say the ASPCA is also assisting with operational planning, evidence collection, forensic exams, medical care, and behavioral treatment and enrichment for the animals.

Officials say Florida Urgent Rescue (FUR) in Jacksonville also assisted with this case by providing care for more than 40 dogs who were previously removed from this property, resulting in the rescue of nearly 90 animals in total.

The Union County Sheriff’s Office and the Union County Animal Control requested the assistance of the ASPCA (American Society for the Prevention of Cruelty to Animals) working together for the rescue of nearly 50 cats and dogs from a property off of State Road 121, Lake Butler, FL.

Animal cruelty charges are pending based on evidence collected by the Union County Sheriff’s Office with the assistance of ASPCA experts in support of the investigation.

“When we arrived on the property, it was clear immediate intervention was necessary to remove these animals from the poor conditions they were living in so we could provide them with much-needed care,” said Teresa Ladner, Senior Director of Investigations for the ASPCA.

Sheriff Brad Whitehead stated, “We would like to thank the ASPCA for working closely with our agency on this complex investigation into animal cruelty. We always take animal cruelty seriously and it will not be tolerated in our county..."

ORANGE COUNTY, Fla. – Residents in Windermere participated in a workshop meeting Wednesday evening to address unwanted gatherings in Lake Butler.

Lake Street Park and Down Lake Park are closed because of damage from Hurricane Ian. Homeowners said the parks’ closures have helped reduce the number of gatherings and excessive noise.

During the meeting, the town provided renderings for a proposed fence in the area. Proposed ideas also include requiring all visitors to purchase a permit in order to gain access to the dock.

Several homeowners also suggested making the park private and closed off to the general public. Windermere officials told the residents that under the agreement for the federal money used to build the park, it must remain open for public use.

Previous issues in Lake Butler include large gatherings and excessive noise on Bird Island.

There is still no date set for the re-opening, and town leaders said they are still working with FEMA to make repairs.

At approximately 10:30 a.m. Friday October 6, UCSO served a search warrant on the Vape Shop (simultaneously Bradford County Sheriff’s Office served a search warrant on another related Vape Shop located in Starke, FL.).

Authorities state that the search warrant produced evidence of illegal narcotics packaged to distribute as well as illegal cannabis Vape oils.

Narcotics were seized that included a mixture of marijuana/hemp with high levels of THC oil.

The Suspect admitted to selling to numerous minors.

19-year-old Jay Rami is currently facing charges of:

Investigation is on-going which could result in more arrests and/or charges.

Rami is currently booked into the Union County Jail.

UCSO sent out a big “thank you” to the community that informed he authorities of this illegal activity and the Alachua County Sheriff’s Office Drug Task Force Unit for assisting in the execution of the search warrant.

UCSO is also working closely with the City of Lake Butler to revoke their Business/Occupational License for running illegal activities.

Sheriff Brad Whitehead stated, “this type of behavior, selling illegal drugs to our children, WILL NOT be tolerated in Union County!!!”

LAKE BUTLER, Fla. (WCJB) - Kimberly Hayes is Lake Butler’s new city manager, and she says the city has a special place in her heart.

“I love this town...Although I didn’t grow up here,” said Hayes. “I feel like I have. We’ve done all of our business here. I’ve been part of this community for years, my whole life, so I’m excited about it. I’m excited about serving the citizens here.”

Hayes says she has more than 30 years of experience in management positions handling budgets.

“Worked with multiple departments at the DOC for 27.5 years and I’ve been with the county for five years,” said Hayes, “going on six years. Have also managed that well too and proven things there with my budgeting

City leaders say they received 18 applications, and arranged a special meeting to interview the top choices.

City leaders originally planned to interview three different candidates, but Olajuwon White dropped out before the meeting and Jennifer Johnson did not show up.

“I was surprised,” said Hayes, ”yes. I was surprised by that.”

“I was surprised on the one individual dropping out at last minute,” said Mayor David Stegall, “but I understand the reasons. I was surprised that the third one heard nothing from them...Just disappointed, but there’s nothing we can do.”

The previous city manager, Dale Walker, was fired early this year after financial wrongdoings were discovered.

A city commissioner says that Walker paid himself 600 hours of sick and vacation time.

A recent audit into the city found an estimated $20 thousand in unusual credit-card activity.

“Looking for honesty,” said Stegall, “transparency and accountability. Those are the three key factors we’re looking for.”

“Main thing is working together and bridging the gap between the city and the county,” said Hayes. “I would love to do that and work together and look at their budget and work with their budget on getting that where it needs to be.”

Hayes told me she looks forward to the challenge of restoring trust in the position.

“I want to work with the city in building trust again in this position for the city manager,” said Hayes. “They’ve had a lot of things happen to them and my job will be coming into this to restore that trust.”

Hayes accepted the position at a salary of $85 thousand.

This comes after commissioners voted unanimously to remove dale walker from his role as city manager, after citing financial concerns two weeks ago. Commissioner Melissa Hendrix told TV20 she began her research in October of last year.

“There were a lot of negatives,” stated Hendrix. “There were a lot of we’re not meeting where w should have been, so that led me to start questioning things and I started with all the expenditures.”

Hendrix said records show Walker paid himself 600 hours of sick and vacation time. Commissioners said the amount totaled approximately $31,000.

“As commissioners we need to make sure we’re on top of this,” shared Hendrix. “We need to know how the money is being spent, and where the dollars are going. It has not been transparent with this past city manager.”

In the meeting, Tillis said he aims to assist with the city’s budget. Commissioners said a Lake City firm is now auditing the city’s finances.

“We’re here for the people. And this money is not our money, it belongs to the people,” shared Hendrix.

Hendrix said they will not know if the thousands given to Walker can be recovered, until the audit is over.
