SANFORD, Fla. – It’s been billed as a catalyst for downtown Sanford, but a major development still hasn’t started some six years since the city approved the project.
Heritage Park was supposed to bring new restaurants, offices and housing to a prime piece of real estate overlooking Lake Monroe in the downtown area.
Christina Hollerbach is the owner of Hollerbach’s German Restaurant, a staple in the heart of downtown. While her restaurant has expanded, she’s watched the Heritage Park property nearby sit empty.
“We never got boots on the ground, we never got shovels in the dirt, and this is almost seven years later,” Hollerbach said. “It has hindered the growth of our community waiting for this master project that is not completed.”

The developer, Sanford Riverfront Partners, calls Heritage Park transformational for downtown Sanford. The plans include 28,000 square feet of retail and restaurant space, 9,000 square feet of office space, and 234,000 square feet of residential space.
“That site is a transformational part of our downtown community, but they’re not the people to execute it,” Hollerbach said.
Sanford Mayor Art Woodruff says the developer inked a deal with the city in 2017 but has had trouble financing the project. He says that’s partly because the city owns the 5.5 acres and it’s been difficult for the developer to find funding without having any collateral.

“When we were going through this, our main concern was we didn’t want to lose control of the property until we knew we got what we wanted,” Woodruff said. “We have waited patiently and are still excited about the project. We still like what they’ve designed.”
Despite the holdup, Sanford Riverfront Partners remains optimistic it’ll secure the financing in the form of a bond by adding an affordable housing component to the proposal. According to the updated plan, 47 of 235 units will now be dedicated for very low-income residents.
“Obviously, we need that kind of housing,” Woodruff said. “Whether it fits into this project is something we’re going to have to talk about.”
The developer will go over the bond financing and the affordable housing component during a public hearing at city hall on Thursday at 6 p.m.
Commissioners will have the final say on whether the city approves the bond but likely won’t take up the issue until its next commission meeting.
“I want a different developer with a different agreement that matches the needs of our community,” Hollerbach said. “They’ve proven they can’t get the job done. I want new people in here that believe in the quality of Sanford and want to build something that our community needs.”

In a promising development for Sanford's historic downtown, the ambitious Heritage Park project is poised to create a vibrant waterfront neighborhood, according to project leader Richard Heisenbottle.
"The buildings are designed to fit in aesthetically with the existing fabric of the historic downtown,” Heisenbottle said.
Heritage Park still needs approved financing and detailed plans approved by Sanford City planners, but the man who first suggested the mixed-use development is ready to move it forward.
"Heritage Park will fulfill a long-standing city goal of establishing a new downtown waterfront neighborhood, and I underline neighborhood in the heart of the historic downtown Sanford,” Heisenbottle said.
More than 230 residential units and nearly 30,000 square feet of retail.
"It'll bring in more retail and office space, a couple of restaurant spots; it, in and of itself, would become a destination,” Mayor Art Woodruff said.
Of course, it's suggested the additional housing downtown will deliver more customers to local businesses downtown, outside the normally busy weekend days.

"It'll bring in a lot of residents; one of the things we've been saying we're needing downtown so that there's a pool of customers basically for the restaurants and bars throughout the week,” Woodruff said.
The project will go on vacant ground north of the main drag and just south of the marina. People park there now.
"We've actually already put in as many parking spaces as we'll lose,” the mayor said.
The mayor pointed out they'll continue adding parking.
The project leader says they recently committed to 20 percent of the units as affordable housing to be more attractive to local workers.
“Affordable units are located throughout the entire site and will maintain the same quality design as the market rate units,” Heisenbottle said.
He hopes to close on the land in early 2024, and once the project starts, it should take a couple of years for the $100 million venture.
The Capital Trust Authority will be having a public hearing regarding the Heritage Park Apartment Project, at Sanford City Hall, 300 N. Park Ave. City Commission Chambers at 6 p.m. on Thursday, Oct. 12.

It's been one year since Hurricane Ian, and residents in Sanford are still recovering.
“We just got the cabinets in, we just got the backsplash done," resident Norm Rolf said.
Rolf's house on Lily Court in Sanford was slammed by floodwaters after Ian.
More than in the street, water was inside his historic home.
"It's been a tremendously difficult, taxing journey, yes," Rolf said.
We've followed that journey. First, Rolf is working to level a house shifted by the high water. A rolling ball showed us the slope of the floor.
"We jacked it, we reverse jacked it from the top down, we're good," Rolf said.
Then, it was replacing what was damaged, restoring what they felt needed to be saved.
“You have to save history in the world, that's why it was so important to not rip these hardwood floors out, even though they were buckled and bowed," Rolf said.
For him, the light at the end of the tunnel is bright.
For the city of Sanford, slammed by flooding due to Ian's rains, work has started on a whole new stormwater line to help the eastern part of the city, where existing lines can get overwhelmed in heavy rain events.

"I think we're in good shape with what we've planned out, this will collect a lot of water, give that one a break, give the other one on Mellonville a break, it's a much better option for us," Cash said.
The new $20 million line will be built in phases over the next handful of years.
Not only did Ian's drenching rains overwhelm Sanford's stormwater system, Lake Monroe reached record flooding levels because of all the rain from Ian, Central Florida-wide.
Once the water came over the seawall, there was nowhere for the stormwater to go.
Sanford has also worked to upgrade its vacuum sewer portion of the stormwater system and will eventually rework it.
"They actually keep a crew, 24/7, who is responsible to respond to any needs, to pump out vacuum sewer pits that get backed up," Cash said.
Alan Harris is Seminole County’s emergency manager.
"In Seminole County, some homes were flooded up to 50 days," Harris said.
Homes along Lake Harney took on water like they never have before.
And the water remained high for so long, getting the process of rebuilding started was significantly delayed.
"Because there was no way to get a truck to their home, because the roadways were completely washed out, or they were part of the lake, there was no way to get there," Harris said.
Fourteen families in Seminole County are still in temporary housing.
Two homeowners have sold their properties to the government.
The county is still deciding what that land will be used for, but housing there will not be an option.
"This allows us to procure land that was bought and continues to flood over and over and over again, of course raising insurance prices or pushing insurance companies out of Florida, we don't want that, we want to keep companies in Florida," Harris said.
"You said you were committed to rebuilding this house, you glad you did it?" WESH 2's Dave McDaniel asked.
"Absolutely, this is history. I knew we would get done, but I've never had a project that was this daunting in my life," Rolf said.
