ST. CLOUD, Fla. - Recycling seems to have created quite a stink in the city of St. Cloud.

"The citizens of St. Cloud and the city of St. Cloud are not on the same page," Bradley Watson explained.

Watson and countless other homeowners in the city have recently complained about getting citations for having prohibited items in their recycling bins. Watson continued, "He goes well you have a lot of items in here that aren’t allowed, and I said, what are you talking about? And he goes things like this… things like this…"

According to St. Cloud’s website, there is a list of things you can and cannot recycle. Simplified into one picture, the post reads, "Keep Recycling Simple! Recycle ONLY these items: paper, flattened cardboard, metal cans, and plastic bottles & jugs."

Fortunately, Watson says he was home when his citation was being written, so he says the city employee threw it out. But plenty of other people took to social media complaining about the penalties. One person wrote, "My whole neighborhood got fines!" Another added,"…mine was $20 others got $40!"

When we reached out to the city, no one was available to speak with us on camera, but a spokesperson confirmed crews have been tagging recycling bins containing non-recyclable items. Another spokesperson for the city confirmed they are in the process of putting messaging on all recycle bins that reflect what can and cannot be recycled and expect this to be completed by October.

One neighbor on Watson’s street says she has never had an issue with recycling in St. Cloud. Ligia Russo said, "Are you surprised to hear that some people have gotten fined?" "I’m surprised because I know what I’m supposed to put in."

As for Watson, he is worried the citations will make his neighbors stop recycling altogether. But as a lifelong recycler, he says he will not let this be a deterrent. "I’m going to pay a lot closer attention, and I’m going to make sure I’m complying with the city and what they are wanting," Watson said.

ST. CLOUD, Fla. – Nestled on the southern shore of East Lake Toho, St. Cloud’s quiet, small-town feel was a big reason Michelle Mortorell moved there eight years ago.

“Everyone came looking for that small town,” Mortorell said. “I came here looking for that small town and getting away from the bustle and hustle, and it’s not there anymore.”

It’s difficult to keep that charm in a city that’s booming. St. Cloud is one of the fastest-growing cities in Florida, more than doubling its population in the last decade.

“There’s a lot of construction, a lot of new homes, new buildings, which I understand,” Mortorell said. “But there’s not enough infrastructure to support that.”

The infrastructure is coming, though. In fact, the city broke ground last week on a new fire station along Nora Tyson Road, a sprawling area on the east side of St. Cloud.

“When you look at this area, it’s kind of sandwiched in between two major corridors,” St. Cloud Fire Chief Jason Miller said. “Nova Road on our east. Narcoossee Road on our west. We’re just off Highway 192. Those are all major thoroughfares.”

As it stands now, it’s really difficult for St. Cloud Fire Rescue to respond to certain areas of the community since they’re operating the equivalent of two fire stations out of the downtown location.

Chief Miller said the new station will cut response times in half for folks who live nearby.

“That is life and death,” he said.

The new station, which has a price tag of $1.58 million, should be operational by the end of the year. Due to St. Cloud’s rapid growth, though, plans for another new station on the west side of the city are already underway.

They’re essential investments for the community, but a heavy lift for taxpayers.

“Because of this growth, you have to serve the community,” Mayor Nathan Blackwell said. “One of the things you have to do is provide for their safety and security. That’s something our city is certainly committed to.”

Blackwell, who’s served as mayor for the last seven years, understands the growing pains residents are feeling but said he’d much rather be in a city that’s thriving than a city that’s stagnant.

“We just need to communicate to the residents that even though we’re a small town, we’re working hard to preserve that small-town feel,” he said.

OSCEOLA COUNTY, Fla. — An employee of a local charter school is out after students discovered suggestive TikTok videos he posted dating back several years.

Daniel Rionda worked as a dean at the Creative Inspiration Journey School on the outskirts of St. Cloud until Monday, when his termination became official.

The videos, which were uploaded in 2021, showed Rionda sticking his tongue out to suggestive music and twerking with a woman inside his house.

Accounts appearing to be the school’s students began commenting on the videos in early May. Friday afternoon, parents posted screenshots of them and lobbed accusations at Rionda and the school as they worried about their children’s safety.

“They’re pretty disturbing, so they speak for themselves,” Sarah Hyde, who has two kids at the school, said. “You hear about it, but then when it’s happening to your kids… I didn’t really know what to do at first.”

Rionda made his videos private, but the school determined it was too late for that, according to his termination letter sent by the principal, which stated the content of the videos were damaging to the school and violated its social media policy.

In a response to the parents online, Rionda said he didn’t know how to make his TikTok account private and had blocked students who came across his videos.

“I was young and stupid,” he said. “Instead of accusing me… Maybe the PARENTS should do themselves a service and not allow thier CHILDERN [sic] on social media apps.”

When contacted, Rionda said there was nothing harmful or illegal about the content of the videos, and the situation had been blown way out of proportion.

“I am guilty of not deleting my social media when I received a position at the school and that is the only thing I am guilty of and I am suffering the consequences of that,” he said. “The harassment and slander I have received is reached [sic] unfathomable levels.”

He added that his family members received threats over the weekend.

Some of the social media commenters backed Rionda up, saying the parents were being unfair and were accusing him of things far more serious than the content of his videos displayed, without proof.

However, parents said he should have known to make his account private when he took the job at the school.

“You should automatically know that kids are going to find you,” Hyde said.

ST. CLOUD, Fla. — St. Cloud City Council members will soon be getting an update from Osceola County on the future of local roads.

Osceola County transportation leaders plan on presenting the Southeast Area Transportation Study to St. Cloud City Council in the coming weeks.

The study lays out which roads will need to be widened to accommodate growth in the greater St. Cloud area by 2045.

It comes after St. Cloud City Council members nixed a plan to bring close to 200 townhomes to 27 acres near Lakeview Elementary School.

At the council meeting where that development was voted down, community members voiced concerns about how traffic would be impacted in an already congested area.

“I mean right now you got to go five miles an hour there’s so much traffic and the kids walking and riding,” said Karen Crane.

Safety concerns on roads near the development were echoed by many, despite the developer sharing how he planned to reroute traffic on roads like 4th and 5th street.

“Adding 200 more Town Homes plus approximately 500 cars maybe is an accident waiting to happen,” said Teresa Mailhot.

Osceola County’s Transportation Director Steven Kane said he knows traffic is the number one issue for residents.

Kane said the Southeast Area Transportation Study calculated how 12 development projects that have already been approved will impact traffic through 2045.

The map below shows which roads will need to be widened.

“We took the 12 developers’ traffic as well as regional growth to estimate what traffic will look like in St. Cloud over the next 20 years. And we use that to prioritize the roads that need to be constructed first,” said Kane.

Kane said this study will also help the county figure out how much each of the 12 developers will be contributing to new roadway projects in the future.

500 million in Osceola County Funds are already being put to use for new roadway construction projects this year.
